VACANCY ANNOUNCEMENT
Enumerators x10 (Iris Aid funded project)
Established in 2007, the Liberia WASH Consortium (LWC) brings together five international organizations (Action Against Hunger, CONCERN Worldwide, TearFund, Oxfam, and Water Aid) to support the Government’s efforts in improving the health status of vulnerable communities to attain their set targets for the clean water and sanitation SDG6 as well as contributing to meeting Goal 2 (Zero Hunger) and Goal 3 (Good Health and Well Being).
The 5 consortium members have designed a 3 phased approached program- with phase one focusing on formative research on the barriers and the drivers of stunting in Liberia- with key formative researches/studies: Nutritional causal analysis, cost of diet analysis, the social behavior change, and barrier analysis as well as contributing to the formulation of national strategies based on the research/studies outcomes (this phase is completed). A subgroup of the consortium members (Action Against Hunger – The Lead –, Concern Worldwide and WaterAid) will implement the “Multi-sectoral response aiming to improve the nutritional status of children under 5 years of age in two counties of Liberia” in 2 counties (Grand Bassa and Rural Montserrado ) for 12 months. The duration of the whole program is anticipated to be 4 years. Action Against Hunger is the consortium lead.
About us :
Action Against Hunger is an international network (Paris, New York, London, Toronto, Madrid, and New Delhi) committed to ending world hunger. Action Against Hunger (AAH) has been working in Liberia since 1990 with the purpose to respond to the needs of the most vulnerable people, at first during the emergencies and then in a more development setting, until the 2014 Ebola outbreak and the emergency it generated in the country. AAH interventions in Liberia aim at improving the nutrition security of the population, with a particular focus on children under-five and pregnant and lactating women. AAH aims at doing so by implementing multi-sectoral programs, which encompass direct nutrition intervention and prevention activities to address the underlining causes of undernutrition, i.e. poor health, food insecurity, poor care practices, and poor access to water and sanitation. AAH also has an integrated advocacy strategy in the mission that cuts across all the sectors.
Action Against Hunger is currently recruiting Ten (10), Enumerators to carry out data collection and entry activities on behalf of the LWC Program. The enumerators will work under the direct supervision of the MEAL HoD
Potential start date: April 1, 2021
Location: The activities will take place both in Grand Bassa and Montserrado
OBJECTIVES OF THE BASELINE
The main overall objective of this baseline survey is to provide baseline information against indicators as specified in the project proposal and provide a starting point for monitoring and evaluation purposes. Assumptions and learning questions identified during the Link NCA previously conducted by AAH UK will also be assessed.
 Establish the baseline against indicators in the LWC project proposal and results framework
 Quality control of indicators as defined in the results framework to ensure that indicators are SMART
 Ensure that cross-cutting issues such as gender inclusion, climate change, and environmental sensitivity, DRR, and good governance are properly reflected in the results framework
The baseline will be primarily quantitative but may be complemented by qualitative elements. The sample size will be representative and practical.
CORE RESPONSIBILITIEs
The Enumerators will be required to work closely with the MEAL HoD to;
 Attend two-days intensive training on the purpose of the study, familiarize with research tools, interview tips, and data entry process
 Field testing of research tools and provide feedback on finalizing the tools
 Seek out respondents who fit the suggested profiles in assigned locations
 Carry out data collection in the field and enter data on tablets.
 Ensure that questionnaires have been thoroughly checked and completed
 Submit completed questionnaires and other equipment used in the fieldwork to the MEAL HoD, and will, if required to do so, compile his/her findings in a format required by the program.
 Recognize and give an account of problems in obtaining data and provide useful feedback from field research activities
 Fieldwork would require travel to different locations within two counties (Montserrado and Grand Bassa) in Liberia
 Other tasks might be assigned as required by the MEAL HoD
QUALIFICATIONS
– A minimum of 1-year of experience conducting household surveys in Liberia;
– A degree or equivalent in Statistics, Economics, Business, Public health, Nursing or the Social Sciences;
– Experience in data collection, administering questionnaires, and conducting interviews on tablets.
– Experience or knowledge of the Liberian Health sector would be an advantage
– Prior experience in conducting health or livelihood interviews would be an advantage.
– Experience in data collection, administering questionnaires, and conducting interviews using Kobo toolbox, Open Data Kit (ODK), CommCare, Survey CTO, etc.
– Experience in data entry and data cleaning is essential
REQUIRED COMPETENCE AND SKILLS:
– Willingness to travel and stay overnight in rural and remote terrains
– Fluency in speaking and understanding English and the Liberian colloquial
– Be willing and able to travel to the study areas and conduct household interviews during the day, and input data, and be involved in group discussions during the evenings with supervisor and AAH staff when requested
– Excellent communication skills in English, and other major local languages
– Excellent writing and reporting skills
– Proven leadership skills and ability to work independently and as part of the team
