Who we are?

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German development agency that provides services in the field of international development cooperation and international education work. GIZ was active in Liberia from 1974 until the outbreak of civil war in 1989. In 2010, GIZ reopened a regional office for Sierra Leone and Liberia in Monrovia, and is supporting sustainable economic development through various projects.

On behalf of BMZ, GIZ implements the project Capacity Development in the Transport Sector in Liberia (CDTS). The project has the overall objective to strengthen road infrastructure management to encourage employment. Specific objectives of CDTS are better execution of public works contracts by public and private actors. Since 2020, the project receives a co-funding of the European Union and the German Government to implement a joint multi donor action under the title “Technical vocational training by the Private Sector in Liberia”

Position: Finance and Administrative Officer

Location: Monrovia

Contract Period: One year (with the possibility of an extension)

Purpose of the post

The Finance and Administrative Officer is responsible for finance, administrative and/or ancillary functions required by and in support of the operations and functions of the joint multi donor action of EU and Germany. She/he reports to the Project Manager.

Key Job Responsibilities

  • Processing transactions including but not limited to: management of receipts and payments, coordination of procurement services, verification of purchase orders, invoicing, and related activities of the joint multi donor action of EU and Germany;
  • Ensuring that daily financial matters are handled in a systematic, accurate and transparent manner;
  • Ensuring implementation of operational strategies focusing on achievement of full compliance of financial activities, financial recording/reporting system and audit follow up with GIZ/EU rules, regulations, policies and strategies;
  • Interpreting and updating staff of the changes in the rules and regulations, guidelines and policies as well as GIZ HQ and GIZ Country Office instructions;
  • Synthesis of lessons learnt and best practices in Finance;
  • Contributing to knowledge networks and communities of practice and encouraging staff to participate;
  • Elaboration and implementation of cost saving and reduction strategies;
  • Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to GIZ and EU.

Qualifications

  • Bachelor’s degree or equivalent

Professional experience

  • at least 3 years’ professional experience in a comparable position
  • at least 1 year professional experience with EU funded projects

Other knowledge, additional competences

  • good working knowledge of MS Office application (Word, Excel), email and internet;
  • strong written and verbal communication skills in English, knowledge of German will be considered as an advantage
