Position Title: Finance Assistant

Classification: FO LT Employee *short-term engagement may be issued at first.

Background:

The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Liberia, GHSC-PSM performs work and provides technical assistance across all four task orders.

GHSC-PSM in Liberia supports country strategies and priorities that fall under the following project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

GHSC-PSM in Liberia’s technical team is supported by the Operations and Finance team, whose focus is to ensure the smooth operation of the project field office, conduct administrative and country specific procurements, and process all invoices and payments paid in country in compliance with USAID, Chemonics and Prime contract regulations and policies.

Objective:

The Finance Assistant will work with the Finance Manager and the Finance and Operations Director, on the management of financial process and documentation by assisting with document filing, organizing, and digitizing. He/She/They will also be responsible for tracking documents received by the finance office, and ensuring he/she/they are routed to the correct parties for review and approval.

Principal Services and Responsibilities(Essential Functions)

As Finance Assistant, the employee is responsible for the following principle services and responsibilities:

  • Serving as a first reviewer to ensure back-up documentation for every payment request, such as, travel advances, expense settlement, and vendor’s payment requests are attached.
  • Organizing and filing financial documents in line with the required financial and compliance checklists.
  • Supporting ongoing digitization efforts of all project financial documents.
  • Updating financial trackers and providing updates on the processing status of financial files.
  • Ensuring that financial documents are routed to the reviewing and/or approving parties as needed.
  • Performing other duties as required or assigned.

Required Skills and Qualifications

  • University level financial courses required; bachelor’s degree in finance, accounting, or another pertinent field preferred
  • At least one year of experience in an office/administrative setting
  • Experience in scanning, filing, and review of administrative documents
  • Experience with international donors or multi-cultural environments a plus
  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contribution to end results
  • Demonstrated ability to communicate clearly and concisely both orally and in writing in English
  • Must have demonstrated experience with Microsoft Office Suite in particular: Word, Excel, and Power Point
  • Must be a Liberian citizen or able to work in Liberia without sponsorship

Supervision:Finance Assistant will report to the Finance Manager or Designee

Expected Period of Performance: Life of project *short-term engagement may be issued at first.

Location: Montserrado, Liberia—travel through the counties might be required.
