Background:

The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Liberia, GHSC-PSM performs work and provides technical assistance across all four task orders.

GHSC-PSM in Liberia supports country strategies and priorities that fall under the following project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

GHSC-PSM in Liberia’s technical team is supported by the Operations and Finance team, whose focus is to ensure the smooth operation of the project field office, conduct administrative and country specific procurements, and process all invoices and payments paid in country in compliance with USAID, Chemonics and Prime contract regulations and policies.

 

Objective:

The Finance Manager will report directly to the Finance and Operations Director and serve as the key lead responsible for all project financial management to include, but not limited to, bank management, management of age receivable reconciliation, serve as primary forecaster, and required record management. He/She will supervise a small team of up two/three individuals ensuring that financial swimming lanes are clear and looking for opportunities for optimization. He/She is also responsible for providing ongoing financial months in a desegregated manager and informed by the work plan and Client expectations.

Principal Services and Responsibilities(Essential Functions)

As Finance Manager, the employee is responsible for the following principle services and responsibilities:

  • Overall financial management of the GHSC-PSM Liberia budget and expenditures, ensuring strict adherence to Chemonics policies and procedures and USAID rules and regulations.
  • Building and leading a well-functioning accounting team through the planning, organizing, assigning, reviewing, and evaluation the work of finance staff.
  • Conducting performance reviews for finance staff, as well as, provide ongoing guidance and mentoring to staff.
  • Supervising accounting cycle to include preparation and appropriate documentation of journal entries, payment requests, and general ledger reconciliations.
  • Ensuring that incurred costs are allowable, allocable, and reasonable in accordance with USAID cost principles and Chemonics policies and procedures.
  • Ensuring timely, precise, and accurate feedback is provided to the GHSC-PSM staff on all financial matters.
  • Reviewing and providing financial approval for all financial expenses and applicable supporting documentation, and transactions to ensure accuracy, completeness, and compliance with Chemonics policies and procedures and USAID regulations.
  • Providing accurate, complete, and timely financial reporting using ABACUS system, including monthly accrual/projection spreadsheets, and ensure timely submission to the Director of Finance and Operations.
  • Monitoring preparation and perform analysis of financial reports relative to budget and monthly forecasting.
  • Overseeing monthly wire transfer requests for submission to the Home Office.
  • Managing local bank accounts to ensure sufficient availability of funds for project needs, while serving as the principal point of contact for all banking questions.
  • Reviewing the internal financial control systems to ensure that appropriate mechanisms, procedures, and systems are in place.
  • Ensuring proper safeguards of funds and compliance with established USAID and Chemonics financial and accounting procedures.
  • Reviewing and ensure proper authorization and approval and timely processing of payment/reimbursement requests for employees/suppliers/vendors.
  • Planning, perform and supervise internal audits of accounts payable, accounts receivable, payroll, fixed assets, and petty cash.
  • Reviewing and approve bank reconciliations and reconciliation of petty cash and fund report at time of replenishment.
  • Reviewing submission of all tax withholdings (payroll income tax, deduction at source) to relevant parties.
  • Reviewing payroll and ensure allocation of payroll costs to appropriate general ledger accounts.
  • Working closely with internal and external auditors during field program audits.
  • Serving as a resource person for technical and finance staff on Chemonics and USAID policies, procedures, and regulations
  • Performing other duties as required or assigned.

Required Skills and Qualifications

  • Bachelor’s degree in related field required, Master’s degree strongly preferred
  • Certified Public Accountant accreditation required
  • Minimum of 6 years’ experience; USAID experience desirable
  • Audit experience strongly preferred
  • Excellent interpersonal and communications skills
  • Demonstrated management experience with at least two years’ experience managing financial teams
  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contribution to end results
  • Demonstrated ability to communicate clearly and concisely both orally and in writing in English
  • Must have demonstrated experience with Microsoft Office Suite in particular: Word, Excel, and Power Point
  • Must be a Liberian citizen or able to work in Liberia without sponsorship

Supervision:Finance Manager will report to the Finance and Operations Director

Expected Period of Performance: Life of project

Location: Montserrado, Liberia—travel through the counties might be required.
