ABOUT US

Action Against Hunger is operating in Liberia since 1990 following the first Civil War, and has become one of the main humanitarian and development actors in the country focusing on the links between nutrition, health, mental health, psychosocial support and protection (MHPSS-P). Other areas of intervention include food security and livelihoods (FSL), water sanitation and hygiene (WASH), and advocacy to address the underlying and root causes of nutrition insecurity. Action Against Hunger has been created in 1979 and is one of the major actors in fighting hunger operating in around 50 countries around the world. Action Against Hunger works in Liberia have evolved significantly over the years from classic humanitarian to post-crisis response during the civil wars period (1990-2003), and then progressively moving to a development approach based on ensuring the provision of nutrition services within the health system; promoting and implementing FSL and WASH interventions; and developing strong partnerships such as those within the Liberia INGO Forum (LINGO), Liberia WASH Consortium (LWC), local civil society and national NGOs as well as the Government of Liberia. Action Against Hunger has also developed a strong acceptance within the communities in the areas of interventions. Throughout the in-country presence period, Action Against Hunger continued to respond to emergency needs, such as the Ivory Coast Refugee crisis in 2012 as well as the 2014-16 Ebola Virus Disease (EVD) epidemic and Covid-19 in 2020-22. The country office has implemented localization strategy and currently works with several national partners. Action Against Hunger currently works in eight counties (out of the total 15 nationally), with main beneficiaries being children under 5 years, pregnant and lactating women and adolescents. Action Against Hunger has operational office in Montserrado (Monrovia). We are a small team that aim to grow fast.

I. Summary of position

Action Against Hunger is seeking to recruit an experienced Finance Officer, who will support the Finance Manager and will be responsible for day to day financial transactions and ensure respect and proper implementation of rules, regulations and procedures in line with ACF- Doc Fin (Kits & Procedures). She/ He will ensure sound accounting and financial management while performing the role tasks.

II. Key job roles

 In accordance with ACF requirements, check and ensure that all the payments submitted are authorized and have all the supporting documentation required
 Input online payment information on the bank and/or mobile money platforms and prepare cheques for signature
 Enter daily transactions in the bank/cash books ensuring all the required details are filled in correctly
 Ensure all supporting documents (Procurement Lines, Supply Purchase Order, invoice, delivery/reception note, etc…) are attached with each transaction
 Review and ensure proper financial codes on the payment authorization form
 Check accuracy of all information (date, name of the supplier, unit cost, total cost, total amount, paid amount in words, etc….) on the invoice
 Prepare and submit monthly bank reconciliations to Finance Manager
 File all transactions supporting documents in separate box files according to book and currency
 Correctly numbered & code all transactions
 Scan all transactions supporting documents and upload on the E-archiving platform on a monthly basis
 Fit in for Finance Manager when requested
 Support on internal and external audits

IV Qualifications & Experience

 Bachelors’ degree in Finance or Business Administration from a recognized university
 Minimum 3 years of experience in the financial management practice within the Not-for-Profit organizations (accounting, cash, & budget management).
 Knowledge of different donors funding within the International NGOs is an advantage.
 Extensive experience working with computerized accounting systems, standard spreadsheet and database programs.
 Demonstrated experience in financial management

V REQUIRED COMPETENCIES AND SKILLS:

 Professionalism – Good organizer – Sense of confidentiality – Computer skills – Good knowledge of English
 High attention to details and any other activity in line with the position assigned by line manager.
 Proficiency in the use of SAGA software is an added advantage.
 Familiarity with word processing, spreadsheets and accountancy package.
 Ability to carry out responsibilities independently with minimal technical support from within the program organization
 Team player with good sense of resolving complex issues

VI. Remuneration packages

Starting date: June 1, 2023
Duration of contract: Fixed up to 31st May 2024 and renewable based on performance and funding
Location: Monrovia, with frequent travels to other ACF intervention areas.
Basic Salary: U$922
Transportation allowance: U$135
Education Allowance: U$90
Medical Insurance: staff and four dependents inclusive of spouse
