Position Title: Finance Officer

Classification: FO LT Employee

Background:

The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Liberia, GHSC-PSM performs work and provides technical assistance across all four task orders.

GHSC-PSM in Liberia supports country strategies and priorities that fall under the following project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

GHSC-PSM in Liberia’s technical team is supported by the Operations and Finance team, whose focus is to ensure the smooth operation of the project field office, conduct administrative and country specific procurements, and process all invoices and payments paid in country in compliance with USAID, Chemonics and Prime contract regulations and policies.

Objective:

The Finance Officer will report to the Finance Manager and serve as the primary accountant responsible for inputting all information into the accounting software (ABACUS). He/She will also serve as the primary point of contact for staff submitting expense reports, payment reports and is responsible for an initial review that ensures request are submitted with all pertinent verification documents. He/She is also responsible for ensuring the upkeep of files and will work with the administrative assistants to ensure that all transaction vouches are filed in a complete and compliant manner.

Principal Services and Responsibilities(Essential Functions)

As Finance Officer, the Employee is responsible for the following principle services and responsibilities:

  • Assists the Finance Manager in all aspects of the project accounting and financial management.
  • Oversee the processing of accounting transactions according to the general principles of accounting and adhere to home office field accounting manual procedures
  • Follow USAID and Chemonics policies, procedures, and regulations.
  • Review payments request to ensure that all supporting documentation and approvals are accurate.
  • Review copies of all receipts for expenses.
  • Facilitate provision of information and documentation during audits.
  • Review expense reports, payment request, and advance requests for accuracy and compliance.
  • Enter all accounting transactions into the accounting software (ABACUS).
  • Manage the bank reconciliation process.
  • Ensure the maintenance of proper accounting documentation.
  • Oversee processing of payroll each month and prepare salary receipt/payroll forms, as well as withholdings and employer contributions.
  • Support in the processing and calculations of income tax and remit employee withholdings on a monthly basis.
  • Review all coding sheets before they are sent to the Finance Manager and DOA holder for approval.
  • Collect information for and prepare monthly wire transfer requests through a thorough analysis of projected project expenditures
  • Support the Finance Manager in subcontractor management by reviewing and monitoring monthly subcontractor invoices
  • Evaluate VAT reports to ensure accuracy and compliance.
  • Ensure all transactions are in compliance with USAID rules and regulations.
  • Support the Finance Manager as a liaison to other administrative and technical components to manage project financial budgeting and expenditure progress.
  • Perform other duties as assigned.

Required Skills and Qualifications

  • Bachelor’s degree in Accounting or related field required
  • Certified Public Accountant accreditation preferred
  • Minimum of 4 years’ experience; USAID experience desirable
  • Excellent interpersonal and communications skills
  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contribution to end results
  • Demonstrated ability to communicate clearly and concisely both orally and in writing in English
  • Must have demonstrated experience with Microsoft Office Suite in particular: Word, Excel, and Power Point
  • Must be a Liberian citizen or able to work in Liberia without sponsorship

Supervision:Finance Manager will report to the Finance and Operations Director

Expected Period of Performance: Life of project

Location: Montserrado, Liberia—travel through the counties might be required.
