ABOUT US International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1990 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and operating under a single management structure until December 2021. In 2022, the two missions approach on a transitional process and will continue up to 2023. Until this time, the both missions will share human resources with priorities focus. The coordination office for Sierra Leone Mission is located in Freetown, overseeing the operations in Moyamba Field Office and Liberia Country Office is located in Monrovia overseeing the operations in Nimba Field Office. Action Against Hunger is recruiting a suitably qualified Liberian national as Human Resources Officer that will support the Human Resources Manager in the day-to-day management of the HR/ Administrative functions of the Human Resources department in an effective and efficient way.
ROLES AND RESPONSIBILITIES :
Keep staff files up-to-date
– Check the validity and file documents in the staff files, and request for missing documents,
– Up-date the staff database with personal information, leave days and overtime forms, and file them in the staff files,
– Follow-up the implementation of appraisals (annual, end of probation period, end of contract) and training plan,
– Support in ensuring that all staff is registered for medical insurance, communicate leavers and new comers with the Insurance company on a monthly basis, make sure the reimbursement to ACF is well followed with the insurance company and ACF Finance department,
– Support HRM in updating organization chart for the mission on a quarterly basis or when requested,
Contribute to the preparation of monthly payroll
– Submit all documents and information for the payroll and request for missing information from the employees & line managers,
– Ensure that all the time sheets are received on time with line managers,
– Monitor the salary advances & loans requests,
– Fill the database every month and send it to the HR MANAGER for the first check,
– Enter all information in Homere for the comparison period with our current database,
– Take lead on the Social Insurance and the income Tax payment,
– Ensure that payslips are given to every staff for signing and keep copy for payroll audit.
Contribute to organize staff recruitment and departure
– Support the HRM in the write up of job advert and ensure it is circulated widely to attract qualify applicants
– Support the HRM with the preparation of contracts
– Support the HRM with all recruitments up to the hiring of the successful candidate (the collating and initial shortlist of suitable job candidates, appointment, offer)
– Update the recruitment tracker on a weekly basis and send to HRM
– Organize staff onboarding and follow up the induction
– Ensure proper exit of staff at the end of contract and follow up any outstanding equipment, items or documentations
– Collect all the personal information needed and make sure that every new employee understands and signs an employment contract, a job description, the internal regulations & Convention on social benefits (CSB)
Participate in the HR issue
– Support the HR Manager with drafting internal communication of HR issues, and conciliation with the staff,
– Support with organizing staff general meetings and write the minutes,
– Assist the HR MANAGER in the implementation of ACF Code of Conduct, classification grid and salary scale,
– Ensures all new joiners are enrolled into ACF NASSCORP system
– Assist in organizing the medical insurances coverage for all new joiners and their dependents and ensure that staff have insurance ID for medical access,
Follow up administratively the expatriates Human Resources
– Assist the HR Manager in Checking the validity of expatriate’s visa, residency and work permits and make sure they are renewed on time,
– Prepare every month the per diem and COLA forms for payment,
– Update the flight & guest follow-up,
– Support the HR Manager in updating the welcoming package for all new expatriates (long term contract & visitors) and ensure this is shared with the incoming guest,
– Assist the HRM with the arrangement of accommodation of guest,
– Assist in booking tickets of transportation for all Action Against Hunger staff while traveling for work purposes,
Management
– Day-to-day management of the cook and handymen (Office & guests), guidance, follow-up, motivation…
– Evaluating the performance and developing the skills of your team members,
– Identifying the training needs of your team.
QUALIFICATIONS & Experience
 Advance Diploma in Human Resource / Bachelor Degree in business-related subjects
 Minimum 2 years professional experience in an HR role with international NGOs required;
 Demonstrated proficiency with Microsoft Word and Excel;
 Demonstrates an up-to-date knowledge of HR best practice
 Extensive experience in working with HRIS systems or other IT platforms
 Extensive knowledge of Liberia’s Labor laws and NGO compliance practices
 Previous experience supporting on the preparation of payroll services in collaboration with a finance team
 Experience training and/workshop facilitation in a multicultural setting
 Experience and familiarity of recruitment best practices;
 Experience supporting managers in the guidance of performance process
 Experience supporting on dealing with disciplinary procedures
REQUIRED SKILLS
 Excellent interpersonal skills to work with staff at all levels in the organization
 Ability to organize, prioritize and coordinate HR and Administration unit’s workflow to maximize efficiency and quality;
 While maintaining a professional approach/attitude towards work, potential hire should be a team player with strong analytical, interpersonal, and relationship building skills.
 Ability to communicate effectively; written and oral fluency in English required.
 Systems-oriented: able to implement and train on organizational HR and admin procedures
 Ability to effectively manage multiple tasks thriving for quality results;
 Good presentation and facilitation skills for the dissemination of information
 Ability to work with high level of discretion and confidentiality

WORK CONDITIONS STARTING DATE: April 1, 2022 DURATION OF CONTRACT: Nine (9) Months (Renewable based on performance and funding) LOCATION: Monrovia, with frequent travels to other ACF intervention areas
RENUMERATION: MONTHLY BASIC SALARY: Between $806 to $838 based on experience EDUCATION ALLOWANCE: $90 TRANSPORTATION ALLOWANCE: $75 MEDICAL INSURANCE: The staff, spouse and three dependents
