1.1 Background Information on Plan International
The Liberia Women Empowerment Project (LWEP) is a strategic initiative aimed at addressing harmful social norms that drive gender inequality, particularly those contributing to gender-based violence (GBV), with a focus on intimate partner violence. The project seeks to break down long-standing barriers to gender equality while enhancing women’s access to improved livelihood opportunities. The project Component 1a focuses on strengthening the capacity of community actors, including SASA! activists, local leaders, and partner institutions to promote gender equality and prevent GBV. The SASA! approach is a community mobilization strategy aimed at preventing gender-based violence (GBV) and promoting gender equality. Activists and community leaders play a major role in engaging communities, facilitating dialogues, and leading behavior change initiatives. To ensure effective and consistent field engagement, especially under varying weather and terrain conditions, there is a need to equip them with appropriate protective and identification materials.
As the Lead Service Provider for LWEP, PIL supports SASA! activists and community leaders in implementing gender-transformative activities through community-based engagement. These activities often require movement across communities under varying weather and environmental conditions. To ensure that activists and leaders are safe, visible, and effective in their roles, PIL-LWEP intends to procure essential safety gear (raincoat, boots, SASA! T-shirt, backpack) for the effective implementation of activism activities.

Bidders are required to submit/hand deliver their proposals in hard copy in sealed envelope and address to the Country Director, Plan International Liberia, Fish Market, Monrovia, Libera at the reception – tender box inclusive of all required annexes and the deadline for submission of all proposals is August 20,2026 before 4:00PM.

Each bidder may submit only one (1) offer. Bidders who submit two officers will be disqualified from the process.

Bidders are required to complete the pricing schedule attached separately in ‘Annex B – Pricing Schedule.’ All prices must be quoted in United States dollars and exclusive of Value Added Tax (VAT).
It is expected that prices will be fixed for the duration of the contract, and quotes will be valid for a maximum period of 90 calendar days following the closing date of this tender. If, for any reason, you are unable to guarantee fixed pricing for the duration of the contract, any projected price increases should be clearly stated in your tender.
To ensure a fair and transparent process, Plan International will not be able to divulge budget information relating to this tender or associated projects. It is expected that Bidders submit their best possible financial offer at the point of submission.
8.0 PURPOSE OF THE CALL FOR APPLICATIONS
The Liberia Women Empowerment Project invites qualified, competent service providers to submit proposals the procurement, branding, delivery of the items above in the various counties. Please note that the service provider is responsible to deliver the items in the various counties and all proposals should include transportation.
Bids will be assessed against predetermined criteria that have been developed and agreed upon by the Tender Panel before launching this Tender process. The information gathered in ‘Annex C -Technical Questions,’ ‘Annex B – Pricing Schedule,’ and any other requested documentation will be used to evaluate and score each Bid against this set of criteria. The Tender Panel will review all Bids to ensure they meet the minimum requirements listed under the ‘Compliance’ section in the above table. Following this, each Bid will be assigned a score on the basis of predetermined criteria and its associated weighted scores.

Please note that service providers’ tax clearance will be verified for authentication.
