Liberia WASH Consortium Project Coordinator ABOUT

The Liberia WASH Consortium (LWC) was established in 2007 to respond to the water, sanitation, and hygiene conditions in the country. The LWC supports the Government’s efforts in improving the WASH services and thus the health and well-being of vulnerable communities in Liberia. To date, the LWC has supported activities around provision of basic WASH services in rural and urban areas, strengthen community structures for WASH facility sustainability, and cholera preparedness and response. Presently, the LWC consists of seven international organizations: Action Against Hunger, CONCERN Worldwide, Water Aid, TearFund, Catholic Relief Services, World Hope International, and Population Service International. It supports communities to attain their set targets for the clean water and sanitation SDG6 as well as contributing to meeting Goal 2 (Zero Hunger) and Goal 3 (Good Health and Well Being).

A subgroup of the consortium members (Action Against Hunger – The Lead –, Concern Worldwide and Water Aid) is currently implementing the Irish Aid funded 3-phased project “Multi-sectoral response aiming to improve the nutritional status of children under 5 years of age in two counties of Liberia” (Grand Bassa and Rural Montserrado) for four years (December 2020 – December 2024). The project intervention is based on formative research on the barriers and the drivers of stunting in Liberia, which has already been completed and includes nutritional causal analysis, cost of diet analysis, the social behaviour change, and a barrier analysis. The four-year project focuses on a multi-sectoral response involving WASH, Health and FSL activities to address the risk factors of stunting. Community engagement and behaviour change are at the core of the project.

  1. Summary of position

We are seeking a highly motivated and experienced professional to join our team as the Liberia WASH Consortium Project Coordinator. The successful candidate will be responsible for leading the strategic development and strengthening of the Liberia WASH Consortium, ensuring effective technical and operational coordination, monitoring and evaluation, and representation of the Consortium in external engagements.

  1. Key job responsibilities

Objective 1: She/ He Leads the strategic development and strengthening of the Liberia WASH Consortium.

Some specific tasks will include:

  • Developing an in-depth understanding of the Liberia WASH and nutrition sectors to position the Consortium and deliver added value.
  • Collaborating with Consortium members and national partners to develop and update the Consortium’s strategy.
  • Ensuring regular and transparent communication between Consortium members. • Supporting the LWC lead agency in preparing and chairing LWC board meetings.
  • Identify technical and funding opportunities to increase the impact of the consortium approach.
  • Leading fundraising efforts for new proposals aligned with the strategy. • Reporting concerns or doubts regarding LWC activities or conduct to the lead agency and/or board members.

Objective 2: She/ He ensures effective technical and operational coordination of the Liberia WASH Consortium.

Some specific tasks will include:

  • Promoting harmonization of approaches and methodologies across all consortium partners.
  • Overseeing and monitoring the work of consortium and implementing partners. • Planning project implementation stages and prioritize and organize activities and resources.
  • Organizing technical working group meetings to reinforce common understanding. • Ensuring inclusion of youth and women in projects and mainstream protection throughout implementation.
  • Monitoring program standards and quality and lead all reporting processes. Objective 3: She/ He leads on Monitoring, Evaluation, Accountability and Learning within the Liberia WASH Consortium.

Some specific tasks will include:

  • Managing the MEAL Manager and develop mechanisms to monitor and evaluate impact.
  • Supporting the development and implementation of MEAL standards and activities. • Carrying out evaluations and lead annual peer learning reviews.
  • Strengthening beneficiary accountability mechanisms and facilitate learning processes.
  • Disseminating research works and evidence from programs.

Objective 4: She/ He represents the Liberia WASH Consortium.

Some specific tasks will include:

  • Support Communications, Learning, and Advocacy activities.
  • Promoting the vision, mission, and interests of consortium partners to external stakeholders.
  • Liaising with government stakeholders, donors, NGOs, and other relevant parties. • Establishing and maintaining stakeholder mappings and advise on relationship management.
  • Developing and implementing the Communication and Advocacy strategy. • Lead drafting and dissemination of position papers and reports.

Objective 5: She/ He ensures sound financial management and monitoring. Some specific tasks will include:

  • Overseeing financial impact of the consortium program budget.
  • Ensuring compliance with donor agreements.
  • Supporting procurement for the best value for money.
  • Proposing or approving corrective measures for delays or spending issues.

III Supervisory Responsibilities

LWC MEAL Manager, LWC Project Manager and oversee consortium operations in line with Board Members

  1. QUALIFICATIONS & Experience

Master’s degree in a relevant field, such as public management, water and sanitation, public health, social sciences or development studies.

A background in WASH, Nutrition and Health, or Food Security and Livelihoods programming is a distinct advantage.

Minimum of 5 years of experience in a similar role, including managing multi stakeholder consortia.

At least 5 years’ experience in designing and monitoring quality standards of multisector programs

Strong understanding of Liberia WASH and nutrition sectors.

Proven experience in strategic planning, fundraising, and program coordination.

Excellent project management and financial oversight skills.

Knowledge of MEAL frameworks and tools.

Significant experience of working with major international donors and INGOs Demonstrated ability to build and maintain effective relationships with senior representatives of donor, INGO and Government structures and to represent the consortium at national and international level

Strong experience of financial management, fundraising and donor compliance and rules.

  1. REQUIRED COMPETENCIES AND SKILLS:

Advanced experience in a computerized working environment and proficient in the use of MS Office package

Strong communication, negotiation, and representation skills

Ability to prioritize, perform multi-tasking and deliver on time

Understanding of the Liberia context and experience of working in different countries within the West and Central African region

An understanding of accountability as applied within humanitarian and development programming.

An understanding of international standards in terms of safeguarding policies and code of conduct and how to apply these across a range of international actors.

  1. Remuneration packages

Starting date: August 28, 2023

Contract length: Until September 2024 and renewable based on funding and performance Location: Monrovia, with frequent travels to other ACF intervention areas. Basic Salary: $2,453

Transportation allowance: $135

Education Allowance: $90

Medical Insurance: staff and four dependents inclusive of spouse
