About PREVAIL:
PREVAIL, or the Partnership for Research on Vaccines and Infectious Diseases in Liberia, is a clinical research
partnership between the U.S. Department of Health and Human Services and the Liberian Ministry of Health.
Summary of Position:
The Logistic and Supply Chain Manager will oversee the Logistics and Supply Chain department and will
manage the flow of all international and local supplies and equipment. This is an essential position for
PREVAIL given the number of PREVAIL clinical and laboratory sites and the need for the research teams to
get the right supplies at the right time. The purpose of this position is to ensure that all aspects of the supply
chain operate efficiently, that needed inventory is always on hand, that items are always stored, transported,
and received in the appropriate condition and to identify and minimize risk by ensuring forecasting is done to
predict upcoming needs.
Description of Responsibilities:
• Improves logistics and supply chain management for PREVAIL by reviewing, researching, and
providing the most cost-efficient methods and support to the organization.
• Supervises the Logistics & Supply Chain department & team (Receive & Warehouse Coordinator,
Distribution Coordinator, Logistician, and Inventory Control/.
• Identifies needs and conduct refresher training for the logistics and supply chain team on
PREVAIL’s logistics and supply chain standard operating procedures and inventory control systems.
• Plans and implements logistics and supply chain strategies to improve product and service quality
and delivery, equipment performance, team efficiency and departmental communication.
• Organizes and manages inventory of clinical and non-clinical supplies by keeping a detailed database
of available inventory levels per operational site.
• Consolidates and adjusts project sites supplies requisitions for replenishment and reviews
international and local supplies purchase requisitions for approvals and procurement.
• Research and seek out the most cost-efficient methods on procurement of local supplies in
collaboration with PREVAIL team members.
• Oversee the receipt of supplies to warehouse and the distribution of supplies to project sites.
• Supervises and coordinates PREVAIL’s inbound and outbound logistics activities to include fleet
management.
• Conduct a monthly stock check at warehouse and project sites.
• Revision of all project sites monthly Finale Report and Summary Inventory Report (SIR) on supplies
and submit to the Deputy Director for Administration for approval of monthly supplies request.
• Prepare and submit a monthly report on Logistics & Supply Chain activities.

• Supervision of PREVAIL’s assets (furniture & fixtures, office equipment, LAB/clinical equipment,
and Machinery/plant) to include physical verification, revision, report, and full compliance in
accounting for utilization and disposal.
• Ensures full compliance of the logistics and supply chain standard operating procedures on inventory
management at the warehouse and project sites.
• Preparation and submission of monthly reports on logistics & supply chain various category of
activities.
• Organizes and steers the supply chain working groups meeting.
• Any duty as assigned.
Skills:
• Good written and verbal communication skills.
• Ability to work with spreadsheets and inventory management software.
• Ability to rely on experience and judgment to plan and accomplish goals.
• Ability to perform a variety of tasks simultaneously.
• Demonstrated ability to meet deadlines consistently while adhering the strictest of quality standards.
• Experienced in logistics planning and management, warehouse operations, inventory analysis,
forecasting, acquisition, and expense control.
Qualifications:
• Education: Bachelor’s degree or equivalent experience. Master’s degree or equivalent in logistics,
supply chain management, assets/inventory management and procurement is preferred.
 Preferred Job-related Experience: Three to five (3-5) years of progressively responsible
experience.
