Liberia WASH Consortium MEAL Manager
ABOUT US
The Liberia WASH Consortium (LWC) was established in 2007 as response to the water, sanitation, and hygiene conditions in the country. The LWC supports the Government’s efforts in improving the WASH services and thus the health and well-being of vulnerable communities in Liberia. To date, the LWC has supported activities around provision of basic WASH services in rural and urban areas, strengthen community structures for WASH facility sustainability, and cholera preparedness and response. Presently, the LWC consists of four international organizations: Action Against Hunger, Concern Worldwide, Water Aid, and TearFund. It supports communities to attain their set targets for the clean water and sanitation SDG6 as well as contributing to meeting Goal 2 (Zero Hunger) and Goal 3 (Good Health and Well Being).
A subgroup of the consortium members (Action Against Hunger – The Lead –, Concern Worldwide and Water Aid) is currently implementing the Irish Aid funded 3-phased project “Multi-sectoral response aiming to improve the nutritional status of children under 5 years of age in two counties of Liberia” (Grand Bassa and Rural Montserrado) for four years (December 2020 – December 2024). The project intervention is based on formative research on the barriers and the drivers of stunting in Liberia, which has already been completed and includes nutritional causal analysis, cost of diet analysis, the social behavior change, and a barrier analysis. The four-year project focuses on a multi-sectoral response involving WASH, Health and FSL activities to address the risk factors of stunting. Community engagement and behavior change are at the core of the project.
Position Description
The MEAL Manager is a member of the Liberia WASH Consortium Coordination Team with oversight to support the Liberia WASH Consortium partners. The position will ensure effective implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) activities by the Liberia WASH Consortium.
The MEAL Manager will bring significant experience and fresh ideas to lead and support consortium partners on MEAL system design, implementation, and review, as well as support the learning component of the project. The four-year project has a strong emphasis on generating learning based on the implementation of the project in order to
inform the next phases of the project and to generate evidence to share with the wider sector.
The post holder will ensure that members of Liberia WASH Consortium are supported in high quality, effective and appropriate data collection, data cleaning and data analysis for monitoring and evaluation purposes. The post holder will be required to regularly coordinate with the different
consortium partners to compile and reconcile data systems and data collected by partner MEAL teams. One of the MEAL manager’s responsibilities will be quality assurance and, as a result, they will need to communicate confidently with the consortium partners.
It will be important for the post-holder to participate in the learning process and present information in various capacities. S/he will guide the LWC members to maintain an effective monitoring system across all sectors, including the use of beneficiary feedback data, to assure the quality of interventions.
The LWC MEAL Manager will need to proactively communicate with LWC partners to guarantee full engagement in the various MEAL processes.
The LWC MEAL Manager reports to the LWC Coordinator with technical supervision from the MEAL Department of the LWC lead agency (Action Against Hunger) and other providers of MEAL services (Action Against Hunger – UK) hired by the LWC.
Core Responsibilities Accountability and Monitoring  He/ she is responsible for the development of quantitative and qualitative data collection tools and processes for LWC projects;  He/ she ensures the quality and accountability of the project work by developing and administering both quantitative and qualitative data collection tools and processes in line with program MEAL plans, coordinate all data collection efforts, ensure data quality and analyze data for reporting, adaptive management and learning purposes;

 He/ she leads on planning and / or conducting field data collection and data analysis;

 Collates, harmonize and centralize monitoring data from the different partners;

 He/ she develops, launch and manage a Feedback and Complaints Mechanism;

 He/ she supports the design and adaptation of project indicators and targets in collaboration with consortium partners based on ongoing monitoring and learning, in particular for advocacy activities. Learning and Research

 As part of the learning and research, the post holder lead on the development of new systems that document and disseminate lessons learned within and outside the organization, including identification and mainstreaming of best practices;

 Integration of learning in the project cycle;

 Harmonize learning processes within the consortium and support the implementation of the Learning Plan and associated learning framework;

 Organizes regular collaboration, learning and dissemination events both internally and externally;

 Leads the consortium MEAL Working Group and facilitate exchange and learning between consortium partners.
Data Management and Use

 Manage a tablet-based data collection platform and ensure the highest standard of data quality;

 Regularly review data collection processes, including regular field visits to LWC partners and data quality assessments;

 Coordinate the collection and review of monthly, quarterly, annual, mid-term and end of project performance monitoring data by LWC Partners and ensue the storage of such data sets in the LWC database. Ensure harmonized application of tools, methods, and informed consent procedures across all projects. Capacity Building

 Train all LWC partners and sub-contractors on their roles in project monitoring, evaluation, and documenting learning;

 Strengthen LWC partners’ staff capacities on MEAL system implementation and provide technical support to ensure effective monitoring, evaluation and tracking of programme activities and results. Reporting

 Support Action Against Hunger UK to coordinate evaluations and learning products, including reviewing ToRs, data collection tools and final reports;

 Provide regular updates on program progress against key deliverables to the LWC Coordinator for a briefing with the LWC Board and donors;

 Develop dashboards for all LWC projects for program managers and the LWC Board to visually monitor the performance and status of program implementation. Required Skills and Qualifications:

 Bachelor’s Degree in economics, statistics, or related field. A Master’s Degree or equivalent is an added advantage.

 A minimum of five years of experience designing and managing MEL systems for INGOs, in the areas of Health and Nutrition, WASH and Food Security and Livelihoods.

 Experience designing and managing Feedback and Complaints Mechanisms.

 Excellent quantitative and qualitative research, analysis and evaluation skills.

 Computer literacy and competency in the use of Microsoft Office software.

 Proficiency in statistical software (e.g. Stata, SPSS).

 Experience with electronic data capture and analysis platforms.

 Knowledge of interactive data visualization software (e.g. Tableau, PowerBI).

 Experience leading high quality data collection and quality assurance processes.

 Knowledge of data management procedures.

 Experience training others in MEAL-related processes.

 Highly developed conceptual, analytical and innovative problem-solving ability.
 Strong experience in team management and coordination. Experience working as part of a consortium is an added advantage.

 Ability to establish priorities and to plan, coordinate and monitor tasks.

 Ability to independently and proactively work as a team member with minimum day-to-day oversight.

 Strong interpersonal, writing, and oral presentation skills in English.

 Willingness to travel and engage with staff from different organizations.

REMUNERATION PACKAGE:
– Starting date: August 9, 2021
– Duration of contract: 12 months ( with the possibility of renewal based on funding)
– Location: Monrovia with constant visits to Rural Montserrado and Grand Bassa
– Monthly basic salary: between 1,317 USD
– Monthly transport allowance:75 USD
– Monthly education allowance: 90 USD – Medical insurance
