Contract duration: Fixed Term (12 months)

Role Requirement: Based in Buchanan. Internal travel to project locations (possibility of travelling outside of Buchanan to other Counties).

Job Purpose: Under the supervision of the Programme Director the MEAL Manager will manage the MEAL team and support programme teams to uphold quality programming and learning through collection and analysis of quantitative and qualitative data. The MEAL manager will line manage MEAL officers and assistants, providing technical leadership and adherence to Concern policies. They will also be responsible for improving the quality and accountability of programmes by ensuring high quality data collection and reporting and collaborating with the Accountability officer to monitor Concern’s accountability to programme participants.

Specific Roles and Responsibilities:

Supporting Programmes on Planning, Monitoring and Evaluation

  • Strengthen planning, Monitoring and Evaluation (M&E) systems, processes and capacity across the organisation, working closely with field staff, Programme Support Officer (PSO) and other programme colleagues
  • Lead the development of effective planning, M&E systems across Concern Liberia with particular focus on measurement of results at the outputs and outcomes level.
  • Guiding programme teams on information and data collection, collation, analysis and dissemination.
  • Build the capacity of programme teams to develop detailed and accurate reports for donors and for internal use, based on comprehensive M&E data.
  • Maintain the reporting calendar in collaboration with the PSO.
  • Support continual learning and collaboration between programmes, including documentation and dissemination of case studies and lessons learnt.

Grant management

  • Maintain in-country grant tracking/monitoring and filing systems, in close collaboration with the PD, ensuring these are up-to-date and in-line with information held by the Desk Officer in Dublin.
  • Ensure all programme teams are fully aware of, and comply with, donor reporting requirements/timelines and grant compliance issues.
  • Maintain regular correspondence with the Concern Desk Officer in Dublin on grant/donor-related issues and ensure quick follow-up on any queries

Information Management

  • Ensure the project beneficiary data base is up to date and regularly updated
  • Improve the storage and dissemination of information within the programme.
  • Ensure that appropriate data collection technologies, and tools are used for data storage and management.

Partnerships

  • Work with the Programme coordinator and Concern`s local partners to ensure effective monitoring systems and tools are in place, which address indicators set out in project proposals and partnership agreements.
  • Ensure that learning from partnership projects is systematically captured and shared between partners.

Capacity Building

  • Line manage and coach junior staff members to ensure they fully understand outcomes which are expected of them, through Concern’s Performance Development Reviews system (PDR’s).
  • Capacity building of national project staff and partners with updates on training materials and technical knowhow.
  • Build the capacity of the programme team in the collection and analysis of quantitative and qualitative data, including the organisation of training seminars.
  • Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the Code of Conduct and its Associated policies, security management, accountability. Contribute to the implementation of these policies.

Mainstreaming of key policies / strategies within Concern Liberia:

  • Promote accountability and ensure compliance with the requirements of Concern’s Accountability standards including acting as a HAP focal person within Concern Liberia, ensuring the successful development of key organisational documentation (e.g. Accountability progress reports and annual plans) and championing the mainstreaming of accountability into all areas.
  • Promote equality, especially gender equality, within the organisation and across all programmes, in line with Concern’s Equality Policy and practices of targeting marginalised and most vulnerable groups.
  • Promote and comply with the Programme Participant Protection Policy (P4) and code of conduct
  • All staff are responsible for upholding and promoting Concern’s values, including our workplace equality, diversity and inclusion, and safeguarding values.
  • All staff are required to participate and contribute as necessary towards Concern’s emergency response as and when required.

Experience & Qualification:

  • Preference for a BA/BSc level degree in agriculture, sociology, development studies, social policy or a related subject, but consideration will be given to candidates with a related diploma degree and previous experience working at project level on MEAL.
  • At least 3 – 5 year experience in the design and management of M&E systems, preferably with an INGO
  • At least 3 year experience in grant management / coordination and donor communication.
  • Experience working in Liberia rural areas
  • A strong understanding of Gender mainstreaming
  • A background in project monitoring of Livelihood, WASH, Nutrition and Health programmes
  • Experience of working with Local partners and other stakeholders.
  • Knowledge of Core Humanitarian Standards, Sphere and Core Humanitarian Standards (CHS).
  • Strong interest in the application of Information and Communication Technology to MEAL
  • Previous experience in M&E of humanitarian and development programmes and strong understanding of M&E principles and processes, including reporting etc.
  • Strong facilitation and training skills with diverse audiences of NGO practitioners.
  • Ability to work effectively with, contribute to multidisciplinary teams, and provide team leadership as required.
  • Strong understanding of M&E methodologies and data-based decision
  • Demonstrable understanding and knowledge of inequality, rights related to development and emergency contexts, gender inequality, analysis and prevention and response to Gender Based Violence.
  • Computer literate with Microsoft Office, Outlook, Excel and Word.

Desirable:

  • Experience engaging with county level Education authorities.
  • Experience working in education programs and in rural settings.
  • Previous experience working with NGOs a plus.
