ABOUT US
Action Against Hunger is an international network (Paris, New York, London, Toronto, Madrid and New Delhi) committed to ending world hunger. Action Against Hunger (AAH) has been working in Liberia since 1990 with the purpose to respond to the needs of the most vulnerable people, at first during the emergencies and then in a more development setting, until the 2014 Ebola outbreak and the emergency it generated in the country. AAH interventions in Liberia aim at improving the nutrition security of the population, with particular focus on children under-five and pregnant and lactating women. AAH aims at doing so by implementing multi-sectorial programs, which encompass direct nutrition intervention and prevention activities to address the underlining causes of undernutrition, i.e. poor health, food insecurity, poor care practices, and poor access to water and sanitation. AAH also has an integrated advocacy strategy in the mission that cuts across all the sectors. AAH is currently the lead of the Liberia WASH Consortium, a consortium of highly recognized NGO in the field of Water, Sanitation and Hygiene, formed in 2003.
Action Against Hunger is recruiting a Program Manager – Food Security and Livelihoods who will manage the overall implementation of the food security and livelihood programs in Liberia in line with standards set by Action Against Hunger and national policies
CORE RESPONSIBILITIES
 He/ She supports the partner organization in organizing and supervising project activities taking into account the project narrative, the logical framework, the budget, and the logistical and administrative processes of Action Against Hunger
 Organizes kick-off meetings for the Irish Aid Project involving key stakeholders including AAH and partner staff, community leaders and a cross section of beneficiaries as applicable
 Ensures procurement plan is developed and updated by the partner
 Reviews the monthly BFU produced by finance and take part in the monthly budgetary monitoring exercise for the Irish Aid, PROACT and potential other FSL projects.
 Reviews technical and financial project reports from the partner organization (WE4SELF) and submit to the relevant department as applicable.
 Prepares project progress reports and ensure their timely provision and compliance with Action Against Hunger and Irish Aid (internal and external reports – Activity progress reports, Project Interim and final Narrative reports)
 Ensures the implementation of technical recommendations (by the partner) concerning the project (from Head of Department, Technical Advisor at Headquarter)
 Supports the identification of FSL CSOs/NGOs in Liberia and support the implementation of all activities related to the PROACT project as outlined in the project documents (log frame, budget, narrative etc) including:
 Provides technical support to the project staff and develop project staff skills
 Liaise with the project staff of WE4SELF for timely implementation and completion of activities under their scope.
 Leads the development of training materials and training of beneficiaries on VSLA, IGAs, Agro-ecology, and on cultivation of cassava, legumes & vegetables.
 Represents Action Against Hunger and ensuring coordination with partners, authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the Consortium Coordinator and Country Representative
 In liaison with the Irish Aid funded project Consortium Coordinator and FSL HOD, ensure project information sharing with the Ministry of Agriculture, UN Agencies and NGOs, organize visits for key national team to participate in key project events etc
 Contributes to the transmission of data from the ground/partner to better inform Action Against Hunger communications.
 Obtaining relevant project photographs from the partner organization for onward transmission to the communications department at debriefing sessions and saved on NAS.
 Ensures that findings emerging from Household Economy Analysis (HEA) Outcome Analysis (OA) and Cadre Harmonise (CH) analysis are shared with the relevant stakeholders within and without Action Against Hunger.
QUALIFICATIONS:
– At least a Bachelor’s degree in Agricultural Economics/Agronomy/Agriculture General/Aquaculture/Rural Development
– At least three years of experience in managing agricultural projects and Income generating projects in a rural context
– Experience with international NGO’s and rural development is advantageous Strong
EQUIRED COMPETENCE AND SKILLS:
– Professional experience in project cycle management
– Good team management skills
– Good capacity for multi-partners coordination
– Experience working with partners and in providing technical support to implementing partners
– Good relational qualities and diplomacy
– Good communication and representation skills
– Organizational qualities
– Good knowledge of English (read, written, spoken)
– Computer literate in Word, Excel and Outlook and Microsoft office package
– Experience in management of Irish Aid grants is an asset
REMUNERATION PACKAGE
 Starting date: 15th April 2021
 Duration of contract: 8 month
 Location: Monrovia with frequent travel to other field locations
 Monthly basic salary: 1317 USD
 Monthly transport allowance: 75 USD
 Monthly education allowance: 90 USD
 Medical insurance
