Economic Growth, and Development. With funding from the EU, SIDA, AFD, UAE MOFAIC, and USDA, Mercy Corps
works with communities in Liberia to respond to their various needs, benefiting more than 40,000 participants
through the provision of employment and entrepreneurship opportunities and access to energy.

General Position Summary
The Project Coordinator oversees the implementation of the Ejo program in Liberia. In addition, they support the
implementation of the LEARN II program. The following summarizes the position under each program:
Ejo – oversees the technical, operational, and pedagogical implementation of the program:
• Operation/project component: to ensure the coordination of all program activities in connection with the
operational team and the project’s local partners.
• Pedagogical component: Implementing the pedagogical strategy, adapting, disseminating, and evaluating
the pedagogical contents in cooperation with the local partners.
LEARN II – supports strategic and operational implementation of the program:
• Strategic: provides support to the program manager
• Operational: coordinates activities with field staff, supports programmatic reporting, facilitates strong stakeholder relationships
Under the direct supervision of the Mercy Corps Acting Program Manager in Liberia, he or she works closely with the Head of Programs and the Pedagogical Referent of PLAY International, both based at the organization’s headquarters in Paris. Based in Buchanan (Grand Bassa County) within Mercy Corps’ regional office, this position includes regular travel to Grand Bassa and Rivercess counties and occasionally to France and/or Senegal to work with PLAY International headquarters and international teams.

PLAY International was born in 1999 from the idea that sport could be a catalyst for social change. Since then, the
NGO has developed and managed education projects in some fifteen countries for the benefit of more than half
a million children. This action in the field, often in precarious contexts, has enabled the NGO to develop an
approach to sport that makes it possible to transform its practice into a concrete response to an educational,
social, or health problem. PLAY International has thus invented new ways of learning, growing, or overcoming
trauma. Today, the NGO has reinvented itself to respond to an ambition: to multiply the social impact of sport in
France and worldwide with a common thread: social innovation.
Essential Job Responsibilities – Ejo
EXECUTION OF THE EJO PROGRAM
• Steering the operationalization of the project: implementation planning and creation of the chronogram.
• Coordinate the execution with the technical teams mobilized and the program’s partners.
• Ensure overall monitoring and coordination of the implementation of activities.
ADAPTATION, DEPLOYMENT, AND DISSEMINATION OF PEDAGOGICAL CONTENT AND ACTIVITIES
• Studying the formal and informal/non-formal educational context to address vulnerability issues of
children and pre-adolescents in Liberia.
• Adapting educational content and materials (thematic content, sessions, sequences, etc.) to the local context and to end-line children’s beneficiaries.
• Develop and conduct training courses to direct beneficiaries’ animators/teachers to equip them with the skills needed to deploy education through sports sessions for children.
• Provide pedagogical monitoring and support to the trainees (teachers, facilitators, institutional trainers, etc.).

PROGRAM MONITORING AND EVALUATION
• Apply the program monitoring protocol and adapt the tools.
• Ensure regular monitoring of the activities related to the quantitative and qualitative ambitions of the
program.
• Write regular implementation reports contributing to optimal dissemination and reporting of the project’s
progress.
TEAM MANAGEMENT
• Conduct training and hands-on experiences for program staff and facilitate training courses for teachers and sports instructors in close collaboration with the public authorities.
• Promote accountability, communicate expectations, and provide constructive feedback via regular
performance discussions.
• Work closely and oversee partners, including private sector actors, government agencies, universities, and research entities.
Provide team members with information, tools, and other resources to improve performance and reach
objectives

FINANCE & COMPLIANCE MANAGEMENT
• Support the effective and transparent use of financial resources for timely and informative reporting in
line with donor and Mercy Corps policies and procedures.
• Ensure compliance with donor and Mercy Corps regulations related to program implementation.
• Draft scope of work to hire and manage any technical consultants, including review for technical efficacy
and contract budget.
PARTNERSHIPS & ENGAGEMENTS
• Maintain contacts and relationships with Government line Ministries and Agencies, private sector
partners/Foundations, and related stakeholders interested in Mercy Corps’ work.
• Collaboratively generate interest among partners, donors, ecosystem players, and other support agencies,
building and leveraging overall youth sector activities and Mercy Corps programming.
Essential Job Responsibilities – LEARN II
STRATEGY AND VISION
• Assist the Program Manager in ensuring that relevant management information is captured and analyzed.
PROGRAM OPERATIONS
• Coordinate LEARN activities with the program team and partner staff, ensuring high-quality performance
and program delivery focused on planned results.
• Ensure program implementation is responsive to communities and partners and consistent with Mercy
Corps’ relevant program guidelines, principles, values, quality standards, and strategic plan.
• Initiate and collate all monthly progress reports and submit them to Program Manager
• Manage good relationships with project stakeholders, including local NGO partners, Gol officials,
community officials, and colleague agency officials.
KNOWLEDGE MANAGEMENT
• Facilitate the achievement of program targets and objectives and lead efforts to design effective learning systems.
• Oversee the scheduling and production of formal and informal reports on all aspects of the program in a timely and efficient manner.
• Optimize and own shared tools, templates, trackers, contact databases, document repositories for
effective team collaboration and knowledge sharing

SECURITY
• Ensure compliance with security procedures and policies as determined by country leadership
• Ensure team members operate in a secure environment and know security policies.
ORGANIZATIONAL LEARNING
• As part of our commitment to organizational learning and in support of our understanding that learning
organizations are more effective, efficient, and relevant to the communities they serve, we expect all team
members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
ACCOUNTABILITY TO BENEFICIARIES
• Mercy Corps team members are expected to support all efforts toward accountability, specifically to our
beneficiaries and international standards guiding international relief and development work, while
actively engaging beneficiary communities as equal partners in designing, monitoring, and evaluating our field projects.

Accountability
Reports Directly To:Director of Programs with dotted lines to the LEARN-II Program Manager
Works Directly With the Head of Programs and the Pedagogical Referent of PLAY International, LEARN II staff

Knowledge and Experience
• A minimum of five years of professional experience working with issues related to Children, especially the
disadvantage, teachers, and school administrators, and planning, design, and performance management
of international development assistance programs.
• Minimum of bachelor’s in education, sociology, economics, statistics, or a
closely related field is preferred.
• Experience in the planning and execution of complex programs would be an added advantage.
• Experience in adult training on themes of education/sport is desired.
• Competence in pedagogy and didactics of sport.
• A project management credential is required.
• Proven ability to solve problems independently without direct supervision.
• Excellent problem-solving skills, representation skills, and ability to work comfortably with an ethnically
diverse staff, including members of partner organizations.
• Excellent command of English is essential. The mastery of French is a plus.
• Must be willing to relocate to Buchanan.
• Effective verbal and written communication, organizational, prioritization, and computer skills in
Microsoft Office applications.
• Excellent oral and written skills and facilitation skills.
Success Factors
A clear understanding of finance and procurement ethics as well as the willingness and ability to enforce
compliance with Mercy Corps and donor policies and procedures is essential. The ability to interact effectively
with international and national staff members is required. A demonstrated ability to work quickly, accurately,
meet deadlines, and process information in support of changing program activities is necessary.
