Risk Communication and Community Engagement Officer (RCCE Officer)
Following the recent pronouncement of EVD cases in Guinea a bordering country to Liberia, Action Against Hunger formulated and adapted its ongoing Health, Nutrition & Livelihoods programs to support the national government surveillance team in collecting data which poses potential threat to the spread of Ebola disease in its target areas. Action Against Hunger places particular focus on institutional support to the CHT; other government coordination teams and will play a leadership role in health promotion and statistics gathering.

Action Against Hunger is an international network (Paris, New York, London, Toronto, Madrid and New Delhi) committed to ending world hunger. Action Against Hunger (AAH) has been working in Liberia since 1990 with the purpose to respond to the needs of the most vulnerable people, at first during the emergencies and then in a more development setting, until the 2014 Ebola outbreak and the emergency it generated in the country. AAH interventions in Liberia aim at improving the nutrition security of the population, with particular focus on children under-five and pregnant and lactating women. AAH aims at doing so by implementing multi-sectorial programs, which encompass direct nutrition intervention and prevention activities to address the underlining causes of undernutrition, i.e. poor health, food insecurity, poor care practices, and poor access to water and sanitation. AAH also has an integrated advocacy strategy in the mission that cuts across all the sectors. AAH is currently the lead of the Liberia WASH Consortium, a consortium of highly recognized NGO in the field of Water, Sanitation and Hygiene, formed in 2003.
Action Against Hunger is recruiting a Risk Communication and Community Engagement Officer, who will support the County Health Team and Partners risk communication and community engagement to prevent and reduce the negative impacts of EVD and COVID on individuals and communities; coordination and representation of Action Against Hunger at county WASH Coordination meetings
CORE RESPONSIBILITIES
 He/ She serves as a key driver for Risk Communication & Community Engagement promotion activities and campaigns
 He/ She initiate community dialogue and discussion with the community and key stakeholder
 Provides weekly and monthly activities reports on project progress and constraints and provide recommendations for improvement
 In collaboration with the County Health Teams and local Partner plan and support training for MoH professionals at facilities and communities in accordance with project mandate
 He/ She analyses WASH perceptions collections for Ebola and prepare monthly bulletin, support for data entry where required
 Prepare modules and agree format for training with local trainers
 He/ She facilitates trainings on RCCE, Rumor and Perception Tracking and Contract Tracing
 Identification, Installation and training for handwashing stations in communities
 Mobilizes the communities and local authority for the distribution including registration
 Collaborate actively with all partners in the project and provide regular updates
 Attend project coordination meetings as Action Against Hunger representative with stakeholders and CHT as may be required.
 Participate in the elaboration of the WASH strategy as well as the overall AAH strategy – Liberia
 Responsible for Community based activities including data collection and submission to MEAL Manager.
 Work in close coordination with other AAH staff, Community based health institution at the Community level such as Community Health Assistant, (CHAs), CHVs/CBCAs and CLTS Focal person, Natural Leaders (NLs), Community WASH Committee (CWC) Traditional leaders and local community leaders.
 The Surveillance Officer will work DHOs, OICs at Health Facilities in area within their operational areas to make sure the Community Leaders support CHVs/CBCAs implement EVD/COVID-19 surveillance activities
 Conduct collect CEBS reports at the community level and submit to all relevant stakeholder especially the CEBS WASH Manager. daily, weekly and monthly
 Mapped out proposed operational Communities for CEBS intervention with support from WASH Program Manager, Field Manager other AAH staff, CHT and key stakeholders in Nimba County
 Collaborate with Risks Communication pillar Lead, Surveillance Officers to conduct Community engagement meeting with stakeholders.
QUALIFICATIONS:
– Professional Certificate (CAP) or professional experience in Community Based Management (CBM) and Participative Health and Hygiene Promotion (PHHP) with at least 3 years’ experience working in WASH programs in communities with national or international non-governmental organizations
– At least 3 years’ experience in RCCE activities for disease promotion
EQUIRED COMPETENCE AND SKILLS:
– Good understanding of Liberia WASH sector to provide improved WASH services at health care facilities and host communities
– Experience of community engagement activities and trust building with range of stakeholders
– Experience trainer for TOTs of community volunteers
– Experience working with messages for Ebola
– Experience with formative research and rumor tracking
– Good analytical and report writing capacity
– Ability to work autonomously
– Experience working with partners and government ministries and agencies including LWASHC, Ministry of Health, and Ministry of Public Works
– Good computer skills (Microsoft office)
– Rigor at work engagement
REMUNERATION PACKAGE
 Starting date: 1st April 2021
 Duration of contract: 3 month
 Location: Nimba with frequent travel to other field locations
 Monthly basic salary: 806 USD
 Monthly transport allowance: 40 USD
 Monthly education allowance: 90 USD
