livelihoods, financial inclusion, nutrition, water and sanitation, infrastructure, and in youth economic
empowerment.
The Program / Department / Team (Program / Department Summary)
PROPEL (Pathways to Resilience, Opportunities, Professional Employment and Learning) is a three
year, multi-country youth employment programme implemented by Mercy Corps and JA Africa across
Liberia, Senegal, Tanzania, and Uganda. The programme aims to improve employment and self
employment outcomes for underserved young women and men aged 15–30 by addressing both
Youth-level constraints through demand-driven skills development, work readiness, entrepreneurship,
and psychosocial resilience; and System-level constraints by strengthening TVET institutions, private
sector linkages, employment ecosystems, financial services, and policy coordination.
In Liberia, PROPEL works closely with government institutions (including the Ministry of Youth & Sports),
TVET providers, private sector actors, employers, and youth-serving organizations to strengthen labour
market systems and generate sustainable employment pathways. The programme applies a Market
Systems Development (MSD) approach, using labour market assessments, co-creation with market
actors, adaptive management, and evidence generation to drive durable and scalable impact.The Position (General Position Summary)
The Senior Program Officer supports the effective implementation of PROPEL in Liberia by leading and
coordinating assigned project components aligned with the programme’s objectives and workplan.
Reporting to the PROPEL Program Manager, the Senior Program Officer will play a central role in
translating the program logic and theory of change into high-quality, well-coordinated activities on the
ground. The role includes technical oversight of youth-focused interventions, close collaboration with
partners and stakeholders and strong engagement with Monitoring, Evaluation, Accountability, and
Learning (MEAL) processes. The Snr. Program Officer ensures that implementation is timely, gender
responsive, market-aligned, and consistent with approved plans, budgets, and donor expectations

Living Conditions / Environmental Conditions
The position is based in Monrovia, Liberia, and it requires up to 40% travel to support country programs,
which may include travel to insecure locations where freedom of movement is limited and areas where
amenities are limited. Housing for this role is in individual housing, and staff will have access to good
medical services, and the living situation is of a high standard. Ongoing Learning
