The Program / Department / Team (Program / Department Summary)

PROPEL (Pathways to Resilience, Opportunities, Professional Employment and Learning) is a three

year, multi-country youth employment programme implemented by Mercy Corps and JA Africa across

Liberia, Senegal, Tanzania, and Uganda. The programme aims to improve employment and self

employment outcomes for underserved young women and men aged 15–30 by addressing both

Youth-level constraints through demand-driven skills development, work readiness, entrepreneurship,

and psychosocial resilience; and System-level constraints by strengthening TVET institutions, private

sector linkages, employment ecosystems, financial services, and policy coordination.

In Liberia, PROPEL works closely with government institutions (including the Ministry of Youth & Sports),

TVET providers, private sector actors, employers, and youth-serving organizations to strengthen labour

market systems and generate sustainable employment pathways. The programme applies a Market

Systems Development (MSD) approach, using labour market assessments, co-creation with market

actors, adaptive management, and evidence generation to drive durable and scalable impact.The Position (General Position Summary)

The Senior Program Officer supports the effective implementation of PROPEL in Liberia by leading and

coordinating assigned project components aligned with the programme’s objectives and workplan.

Reporting to the PROPEL Program Manager, the Senior Program Officer will play a central role in

translating the program logic and theory of change into high-quality, well-coordinated activities on the

ground. The role includes technical oversight of youth-focused interventions, close collaboration with

partners and stakeholders and strong engagement with Monitoring, Evaluation, Accountability, and

Learning (MEAL) processes. The Snr. Program Officer ensures that implementation is timely, gender

responsive, market-aligned, and consistent with approved plans, budgets, and donor expectations

Essential Responsibilities

PROGRAM MANAGEMENT

  • Lead day-to-day implementation of assigned program activities in line with the approved logframe,

workplan, and budget.

  • Support delivery of interventions on Youth outreach, registration, and profiling through TVETs,

youth networks, and community partners, Coordination of demand-driven vocational,

employability, entrepreneurship, and life-skills training

  • Support to internships, apprenticeships, work placements, and entrepreneurship pathways into

youth programming.

  • support coordinating with system-level actors such as TVET institutions, employers, incubators,

finance providers, and job-matching platforms.

  • Ensure activities reflect findings from labor market assessments, youth profiling, and political

economy analysis conducted during inception and implementation.

  • Monitor activity progress against milestones and proactively identify implementation risks or

bottlenecks.

  • Provide task supervision and mentoring to Program Assistants, interns, or short-term staff as

assigned.

  • Support capacity strengthening of partners and youth-serving institutions where relevant.
  • Promote a collaborative, respectful, and learning-oriented team culture.

Partnership and Stakeholder Engagement

  • Maintain regular coordination with the Ministry of Youth and Sports and consortium members,

partners and local service providers, ensuring alignment with agreed roles and responsibilities.

  • Support engagement with government institutions, especially those responsible for youth

employment, vocational training, and skills certification.

  • Facilitate collaboration between youth training providers and private sector actors to strengthen

referrals, placements, apprenticeships, and employer partnerships.

  • Represent the program in meetings, workshops, and field engagements as delegated by the

PROPEL Program Manager.

Reporting and Documentation

  • Prepare timely, accurate activity reports (weekly, monthly, and quarterly) aligned with donor and

internal requirements.

  • Provide inputs into consolidated donor reports, planning documents, and presentations.• Ensure proper filing and documentation of program records, partner documents, and activity

evidence in line with organizational standards and audit requirements.

PROGRAM MONITORING, EVALUATION AND LEARNING

  • Work closely with the Snr. MEL Officer to support data collection, verification, and reporting

against the program indicators.

  • Ensure accurate documentation of outputs such as youth reached, training delivered,

placements facilitated, and partnerships established.

  • Support learning activities including quarterly review meetings, reflection sessions, and adaptive

management discussions.

  • Contribute to evidence generation, including case studies, success stories, and learning

products

BUDGET MANAGEMENT

  • Support in the development of financial management tools and the monitoring of budgets.
  • Support the PROPEL Program Manager in cross-checking detailed transactions and review

budget versus actual (BVA) spending reports to determine status of program burn rates.

  • Work with intervention team to ensure spend-down plans and cash projections are developed and

monitored for the PROPEL Program Manager’s engagement with Country Finance.

  • Support program input on any budget revisions or programmatic input for financial reports.
  • Track expenditures for assigned activities and support budget forecasting and monitoring.
  • Coordinate with finance and operations teams to support timely procurement, payments, and

logistical arrangements.

  • Flag budget variances or operational delays early and propose mitigation actions.

TEAM MANAGEMENT

  • Support the PROPEL Program Manager in developing the capacity of the team through

effective task-based feedback and engagement, facilitate development of innovative,

contextually driven ideas; and deepen understanding of their roles.

  • Assist team members with information, tools, approaches, and resources to improve

reporting, performance & timely achievement of objectives.

  • Support in Promoting accountability through weekly and monthly team reports, communicate

expectations, and provide constructive feedback informally and formally via regular one on

one performance discussions and support the PROPEL Program Manager in operationalizing

strong performance management protocols.

Minimum Qualification & Transferable Skills

  • Bachelor’s degree in international development, economics, education, social sciences,

business administration, or a related field required. Master’s Degree is an added advantage..

  • Minimum 4–6 years of progressive experience in youth employment, livelihoods, TVET, or

market systems programming.

  • Demonstrated experience supporting complex, multi-partner development programmes.
  • Familiarity with demand-driven skills development, employability programming, and/or MSD

approaches.

  • Experience working with government institutions, TVETs, private sector actors, or financial

service providers.

  • Strong reporting, coordination, and analytical skills.
  • Excellent written and verbal communication in English.
  • Ability to manage multiple priorities in a dynamic, multi-stakeholder environment.
  • Proven ability to be accountable for all components of the program.
  • Competent in building networks, strong problem-solving skills, and ability to influence with

effective listening, persuasion, negotiation, and other techniques.

  • Persuasive written and oral communication in English, including report writing.
  • Ability to think quickly, learn new skills quickly and apply new analytical frameworks.
  • Demonstrated attention to high quality and ability to follow procedures, meet deadlines, and

work independently and cooperatively with team members.

Living Conditions / Environmental Conditions

The position is based in Monrovia, Liberia, and it requires up to 40% travel to support country programs,

which may include travel to insecure locations where freedom of movement is limited and areas where

amenities are limited. Housing for this role is in individual housing, and staff will have access to good

medical services, and the living situation is of a high standard. Ongoing Learning
