Terms of Reference for STRATEGY DEVELOPMENT CONSULTANT
ABOUT US
Action Against Hunger has been working in Liberia since 1990 with the purpose of responding to the needs of the most vulnerable people, at first during the emergencies and then in a more development setting, until the 2014 Ebola outbreak and the emergency it generated in the country. Action Against Hunger interventions in Liberia aim at improving the nutrition security of the population, with a particular focus on children under five and pregnant and lactating women. Action Against Hunger aims at doing so by implementing multi-sectoral programs, which encompass direct nutrition intervention and prevention activities to address the underlining causes of undernutrition, i.e. poor health, food insecurity, poor care practices, and poor access to water and sanitation. Action Against Hunger also has an integrated advocacy strategy in the mission that cuts across all the sectors.
BACKGROUND
Action Against Hunger Liberia is one of the network’s longest running missions. Having been operational since 1990 in Liberia, it remains one of the most recognizable NGOs across the country. The work carried out in the delivery of emergency aid during two civil wars between 1990-2003, during regional displacement in 2011, during the Ebola outbreak between 2014 -2015, and most recently in the fight against Covid-19, a global pandemic has also boosted its reputation amongst government and the local population as a principled and effective humanitarian and development partner. Over the last years, we have seen contextual changes that is necessary to a flexible approach in our programmatic and geographic focus.
PURPOSE:
Under this engagement, Action Against Hunger is looking to hire a Consultant who will lead the development of the five-year (5) Country Strategy for the Liberia Mission through a consultative process with the Mission Team, partners and stakeholders. This includes, but is not limited to, a contextualization process and in-depth analysis, the facilitation of the strategy development workshop to develop the theory of change, and the building and writing of the strategy.
SCOPE OF THE ASSISGNMENT
a) Review the scope of the Strategic Plan Development (SPD) process with the Management Team;
b) Review and analyze the previous strategic plan for 2016-2020 and key documents, with a focus on understanding progress and lessons learnt;
c) Review Action Against Hunger network international strategic plan 2021-2025, its strategic priorities and action plans to achieve the country priorities;
d) Draft the Theory of Change and the Strategy

PROPOSED METHODOLOGY:
First step: consolidation of background information and analysis
The first step of the consultancy will be to work with Action Against Hunger management team to review and refine the strategy development process. Before the strategy workshop, four key steps were identified and are already in progress:
– an in-depth analysis of the country,
– a community consultation,
– a stakeholders mapping and analysis,
– a SWOT analysis.
The consultant will review the progress made in each of these key steps, led by key team members, identify gaps, and carryout further analysis and consolidation as agreed with the management. The consultant is expected to use a participatory approach and critical reflection with the management, staff, and partners throughout the process. In the meantime, the consultant will carry out a review and analysis of the existing documents (Action Against Hunger last Mission Strategy, international strategy, sectoral policies, and strategic plan of key line ministries, donors and partners etc.). He/she will carry out additional data collection process if needed, including through the administration of a questionnaire.
Second step: facilitating the Strategy Workshop and help define the Theory of Change
Then the consultant will facilitate the 3-day workshop with the mission team to define the strategic priorities. Again, a participatory approach is preferred. Key tools to be mobilized during the workshop are:
– Problem tree and objective tree
– Enablers
– Risk analysis
Based on the outcomes of the workshop, a Theory of Change will be defined by the team with the support of the consultant.
Third step: elaborating the strategy
The final week of the consultancy will be dedicated to the drafting of the strategy document, with support from the team if needed.
LOGISTICS AND PROCEDURE
All logistics related issues will be the responsibility of the Consultant.
LOCATION
Monrovia, Liberia. A number of working days may be spent at the consultant’s home base, as will be agreed and authorized by Action Against Hunger Liberia.
TIMEFRAME AND SCHEDULE OF THE ASSIGNMENT
The duration of the assignment is 3 weeks (August/September 2021)
EXPECTED DELIVERABLES
a) A comprehensive report of document review and analysis;
b) Draft Strategic Plan for review and feedback (including the Theory of Change and strategic objectives);
c) Final Strategic Plan document as per the Action Against Hunger strategy template

PROFILE AND EXPECTED SKILLS
– A Master’s degree in Public Policy, International Relations, Business Management or related field of specialization with a minimum 5 years’ experience
– Strong technical skills in developing strategies that are achievable for long term goals
– 5-10 years of strategy development, policy writing, or similar experience developing organization guidance documents
– Demonstrated knowledgeable practice of developing strategies for INGO/ NGO workings at national and sub-national levels
– Familiarity with Liberia contextual needs in terms of programs interventions
– Good relations with NGOs, Associations (national and international), and other technical and financial partners in Liberia would be an asset
– Proven ability to present written documents in a clear, concise and engaging manner
– Excellent English writing skills;
– Commitment to the values, vision and mission of Action Against Hunger
