JOB ADVERT Supply Chain Officer -UNICEF ABOUT US International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1990 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and operating under a single management structure until December 2021. In 2022, the two missions approach on a transitional process and will continue up to 2023. Until this time, the both missions will share human resources with priorities focus. The coordination office for Sierra Leone Mission is located in Freetown, overseeing the operations in Moyamba Field Office and Liberia Country Office is located in Monrovia overseeing the operations in Nimba Field Office. Action Against Hunger is recruiting a suitably qualified Liberian national as Supply Chain Officer that will support the Logistics Manager in the timely delivery and implementation of procurement and logistics activities relating to an anticipated UNICEF funded project. This position is contingent and when approves, will lead all supply chain activities for a one-year program to be funded by UNICEF. The project will be reviewed after the final implementation during the year and based on successful review, a renewal may be offer by the donor.
ROLES AND RESPONSIBILITIES : – Support the Logistics Manager in executing procurements that are related to UNICEF project and field activities – Raise Purchase Request lines for Monrovia base for consumables and regular procurements (such as office supplies, general provisions, utility charges, vehicle rental) on behalf of the project based on validated request from UNICEF Project Manager – Receive all delivery documentation; ensure that deliveries are as per contract terms and condition; submit to line manager or technical expert for validation – Arrange tender and other procurement meetings relating to the project and take minutes – Ensure all purchasing dossiers are complete and properly filled before archiving – Update the price catalogue with new purchase prices and/or suppliers or at least every two months – Provide support in market analysis, collect supplier documents and references – Maintain the supplier database (paper filing of supplier documents) – Prepare and send out request for quotation to suppliers as validated by the Senior Log Manager – Collect and prepare supporting documents related to contract implementation or modification; – Support Line manager in following up importation and clearance process of international shipments – Verify quality & confirm quantity of deliveries and seek validation by authorised person – Transit all equipment purchases and deliveries under the UNICEF project to the ICT Officer for codification, labelling and files equipment settings in order to update inventory list before use, storage or transportation; – Ensure compliance with Action Against Hunger logistics policies and procedures, donor regulations – Update and provide Procurement Follow Up (PFU) under the UNICEF project to line manager on a weekly basis (until relevant) – Ensure that all procurement lines are managed and updated on the LINK (ACF Logistics platform). – Submit the monthly stock report to line manager and UNICEF Program Manager – Provide Cash forecast twice a month to line manager on all procurement cost
QUALIFICATIONS & Experience At least bachelor degree in business-related subjects with minimum 2 years professional experience in a Supply Chain/ procurement role with international NGOs required; Experience in setting up and managing logistics and procurement management systems Evidence of practical experience in logistics within the field of supply chain management (basic procurement, clearance of cargo, transport, warehousing, asset management, etc.) Demonstrated proficiency with Microsoft Word and Excel; Demonstrates an up-to-date knowledge of Supply Chain best practice Experience in working with logistics software or other IT platforms Previous experience supporting on different procurements procedures leading to positive work results
REQUIRED SKILLS Excellent negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff; While maintaining a professional approach/attitude towards work, potential hire should be a team player with strong analytical, interpersonal, and relationship building skills with external contacts. Ability to communicate effectively; written and oral fluency in English required.
