Background

medica Liberia (mL) is a national women’s rights organization working to prevent and respond to sexual and gender‑based violence (SGBV) through survivor‑centered, feminist, and rights‑based approaches. Under the UN Women-led Spotlight Initiative 2.0 interventions, mL is implementing Outcome B, which focuses on preventing violence against women and girls by transforming harmful gender and social norms, power relations, and behaviors at individual and community levels.

As part of Outcome B, mL is implementing SASA! Together, a structured evidence-based community mobilization approach is designed to address the root causes of SGBV by shifting power imbalances and social norms. The methodology will be implemented sequentially through the phases of Star, Awareness, Support, and Action, emphasizing sustained community engagement, leadership accountability, and collective action rather than one-off sensitization.

SASA! Together will be rolled out in 48 communities across eight counties, using a district-balanced implementation model. To ensure effective implementation, learning, and accountability, a baseline assessment is required to establish credible starting values for key SASA! Together, indicators related to power, gender norms, attitudes, and behaviors.

As part of the start-up phase, mL will recruit approximately 32–34 project staff, including technical and field-level personnel. These staff will play a central role in delivering community mobilization, stakeholder engagement, and survivor-centered programming.

To ensure quality implementation, it is essential that all newly recruited staff are adequately onboarded, technically prepared, and aligned with organizational systems and project expectations. The onboarding process must go beyond administrative orientation and provide a comprehensive understanding of the project, methodologies, and operational frameworks.

Purpose of the Consultancy

The purpose of this consultancy is to design and facilitate a structured onboarding and internal project kick-off process to ensure that all newly recruited staff are adequately prepared to implement the Spotlight Initiative 2.0 effectively and consistently.

The assignment is expected to establish a shared understanding across staff on project objectives, methodologies, operational systems, and organizational values.

Objectives

In collaboration with the mL leadership, the consultancy will pursue the following specific objectives:

  1. Build a strong understanding of mL’s mission, feminist principles, safeguarding standards, and institutional culture within the new team.
  2. Ensure staff have a clear and shared understanding of the Spotlight Initiative 2.0, including its theory of change, expected outcomes, and implementation strategy.
  3. Equip staff with foundational knowledge of:
    • SASA! Together methodology (Start, Awareness, Support, and Action phases)
    • Stress- and Trauma-Sensitive Approach (STA)
    • Gender-transformative and rights-based programming
  4. Strengthen staff capacity in:
    • Planning and implementation processes
    • Monitoring, evaluation, and reporting systems
    • Risk management and safeguarding
  5. Promote effective teamwork, communication, and collaboration across project staff and units.

Scope of Work

The consultant will deliver the assignment across three interconnected phases:

Preparatory Phase

The preparatory phase will focus on ensuring that the on boarding process is well-designed, context-specific, and aligned with project needs.

The consultant is expected to:

  • Review key documents, including the Project technical proposal, implementation plan, and organizational policies
  • Develop a structured on boarding framework, including session flow and methodology
  • Prepare a detailed agenda for a 2–3-day on boarding and Project kick-off workshop
  • Design training materials and facilitation tools

Facilitation Phase

The consultant will facilitate a structured on boarding and internal kick-off workshop for newly recruited staff. The session will integrate technical learning, operational orientation, and team building.

Following the workshop, the consultant will consolidate outputs and provide recommendations for continued capacity strengthening.

This phase will include:

  • Documentation of workshop proceedings
  • Identification of key capacity gaps
  • Practical recommendations for follow-up support

Methodology

The consultancy will adopt a facilitation approach that combines structure with flexibility. The methodology should be grounded in participatory and adult-learning principles, enabling staff to engage actively with both technical and operational content.

The approach is expected to integrate:

  • Interactive learning methods such as group discussions, case reflections, and simulations
  • Practical application of tools and concepts
  • Reflection-based learning aligned with SASA! principles
  • Feminist and trauma-sensitive facilitation practices

The emphasis should be on ensuring that participants not only understand the content but can also apply it in their roles.

Duration

The assignment is deliverable-based. The total effort is estimated at a maximum of 10 working days, to be implemented from May to June 2026.

The consultant’s inputs will be provided on a short-term, intermittent basis, covering preparation, facilitation, and reporting phases. The exact schedule will be agreed upon with medica Liberia prior to commencement of the assignment.

Cost and Payment

The successful candidate will be engaged as a Short-Term Consultant.

Payment will be based on a daily professional rate, in line with medica Liberia’s standard consultancy fee structure. Payments will be tied to the satisfactory delivery of agreed outputs as outlined in these Terms of Reference.

Reporting and Coordination

The consultant will report directly to the Head of Program at medica Liberia.

Coordination will be required with relevant internal teams, including:

  • Technical leads (SASA!, M&E, safeguarding)
  • Human Resources unit
  • Finance and operations teams

Required Qualifications and Experience

The consultant should demonstrate the following:

  • Minimum of a Master’s degree in Social Sciences, Development Studies, Gender Studies, Public Health, Education, or a related field
  • At least 7-10 years of relevant experience working with development organizations
  • Proven experience in training facilitation, onboarding, or organizational development
  • Demonstrated experience designing and facilitating workshops, retreats, or capacity strengthening processes
  • Strong knowledge of gender equality and sexual and gender-based violence (SGBV) programming
  • Experience with community mobilization and social and behavior change approaches
  • Familiarity with feminist and trauma-informed methodologies

Additional Competencies

  • Good understanding of NGO operations and donor-funded programmes
  • Strong communication and facilitation skills
  • Ability to engage diverse groups and support team alignment

Added Advantage

  • Knowledge of medica Liberia’s work and programmatic approach
  • Familiarity with the SASA! Together methodology
