10034467 – Call for Expression of Interest b(EOI) GIZ Regional Resource Governace (ReGo) Project
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites qualified
consulting firms, consulting consortia, and individual consultants to submit an EOI for the
consultancy Services for a Comprehensive Stakeholder Mapping and Strategic Framework
for Post-Mining Land Rehabilitation in Liberia’s Artisanal and Small-Scale Mining Sector
under its Regional Resource Governance Project (REGO) programme:
and environmental frameworks; identify rehabilitation challenges and opportunities;
develop technical recommendations, stakeholder engagement framework, and a five-year
Strategic Land Rehabilitation Roadmap; and facilitate stakeholder consultation and
validation workshops.
The EOI is the first stage of a multi-stage tender process. The objective of the EOI process is to
identify and pre-qualify qualified consultants with the technical expertise and experience required
to undertake the assignment. Only shortlisted candidates, fulfilling the requirements below,
will receive the full terms of reference (ToR) and will be asked to submit a full proposal.
EOI must be submitted by email to LR_Quotation@giz.de and submitted no later than the 21 st
July 2026 at 5:00 PM GMT. NOTE: Kindly mention “10034467 EOI Land Rehabilitation
Study_Post Mining” in Email Subject line otherwise it may be rejected. The maximum email size
is 15 MB per email.
Documents to be Submitted
▪ A cover letter expressing interest in the consultancy assignment.
▪ A brief organizational profile (or consultant profile for individual consultant), including
relevant experience in natural resource governance, mining, environmental management,
land rehabilitation, or related fields.
o CV(s) of the proposed Lead Expert and other key experts demonstrating relevant
qualifications and experience.
o Contact details, including physical address, telephone number, and email address.
▪ Evidence of at least three (3) similar assignments successfully completed within the past
five (5) years, including client references.
▪ Copies of valid business registration, tax clearance, and other applicable statutory
documents and sectoral clarences (where applicable)

organization will be invited to any solicitation by GIZ. The issue of this EOI does not imply that
GIZ is bound to select and shortlist any or all the applicants pursuant to this EOI. Even after
selection of suitable prospective organizations, GIZ is not bound to proceed ahead with the
prospective organization and in no case be responsible or liable for any commercial and
consequential liabilities in any manner whatsoever.
Fraudulent Practices
The highest standard of ethics shall be observed during filing of response to EOI. The
organization shall not be eligible to participate, if it has been established that it is or has been
engaged in corrupt or fraudulent practices. In this regard decision of GIZ will be final and binding
on the organizations.
