- Background
Kvinna till Kvinna, in collaboration with its partners, is implementing the ENSURE Project, which seeks to strengthen the promotion and protection of human rights and empower rights holders for sustainable engagement, with particular attention to the challenges facing Human Rights Defenders (HRDs), Women Human Rights Defenders (WHRDs), and other at-risk rights holders.
As the project approaches the completion of its implementation cycle, a Reflection Meeting will be convened to provide an opportunity for the project team, partners and selected stakeholders to review implementation progress, reflect on achievements and challenges, document lessons learned, and identify priorities for sustaining and strengthening collective action beyond the project period.
The Reflection Sessions are scheduled for 22–23 October 2026 in Monrovia, Liberia. To ensure effective documentation, organization and technical coordination of the meeting, Kvinna till Kvinna seeks the services of a Technical Facilitator.
- Purpose of the Assignment
The purpose of this assignment is to provide technical and coordination support before, during and immediately after the Reflection Meeting to ensure that the meeting is well organized, effectively supported, and that relevant materials and outputs are properly compiled. In collaboration with the Facilitator and Rapporteur, the Technical Support Person will also lead the process of transforming the meeting report into a concise, analytical, evidence-based, and forward-looking concept note that captures key reflections, lessons learned, emerging priorities and proposed actions.
- Specific Objectives
The Consultant will:
- Facilitate a strategic reflection process to assess project outcomes, achievements, challenges, lessons learned, and emerging priorities.
- Synthesize evidence of results, impact, and stakeholder perspectives into a concise, donor-oriented outcomes and learning report.
- Identify opportunities for sustainability, scaling, partnership development, policy influence, and future programming.
- Develop a draft concept note that translates project achievements and learning into a compelling case for follow-on funding and resource mobilization.
- Key Responsibilities
- Pre-Reflection Phase
The Consultant will:
- Review relevant project documents, including reports, monitoring data, advocacy outputs, policy products, and learning materials.
- Consult with the project team to identify priority areas for reflection and future investment.
- Design a results-focused reflection methodology and prepare facilitation tools, discussion guides, and documentation templates.
- Identify key evidence, success factors, lessons learned, and strategic opportunities to inform future programming and resource mobilization.
- Post-Workshop Phase
The Consultant will:
- Analyse and synthesize workshop findings, project results, and stakeholder recommendations.
- Prepare a donor-facing outcomes and learning report highlighting achievements, impact, lessons learned, sustainability considerations, and strategic recommendations.
- Develop a prioritized action matrix outlining post-project actions and responsibilities.
- Draft a concept note for a potential next phase of programming, including the strategic rationale, proposed interventions, expected outcomes, partnership opportunities, and indicative resource requirements.
- Incorporate feedback from the project team and finalize all deliverables.
- Expected Deliverables
The Consultant will submit:
- Inception Note and Facilitation Package outlining the methodology, workplan, agenda, discussion guides, and documentation tools.
- Facilitated Reflection Workshop and Documentation Package, including workshop outputs, stakeholder recommendations, key lessons learned, and validated outcomes.
- Strategic Reflection Report and Action Matrix summarizing project achievements, evidence of impact, lessons learned, sustainability considerations, strategic priorities, and agreed next steps.
- Donor-Facing Concept Note for follow-on programming and resource mobilization, including the problem statement, strategic rationale, proposed interventions, expected results, partnership framework, sustainability strategy, and indicative budget parameters.
- Indicative Level of Effort and Workplan
Level of Effort: Five (5) working days.
- Day 1: Review project documentation and finalize the reflection methodology and
- Day 2: Facilitate the reflection workshop and document key outcomes.
- Day 3: Analyse findings and develop preliminary recommendations and strategic priorities.
- Day 4: Convene a validation meeting with the project team and key stakeholders to review and validate findings, recommendations, and proposed next steps; finalize the Strategic Reflection Report and Action Matrix.
- Day 5: Develop and submit the donor-facing concept note and all agreed deliverables.
- Reporting Line
The Consultant will report to the Project Manager/Country Director and work closely with project staff, partners, and relevant stakeholders throughout the assignment.
- Required Qualifications and Experience
The Consultant should possess:
- An advanced university degree in Development Studies, Social Sciences, Public Policy, Human Rights, Gender Studies, International Development, or a related field.
- At least 5 years of demonstrated experience in strategic facilitation, programme learning, project evaluation, donor reporting, and concept note or proposal development.
- Proven experience facilitating multi-stakeholder reflection, learning, and planning processes.
- Strong analytical, synthesis, and report-writing skills, with the ability to translate project results into strategic recommendations and funding opportunities.
- Demonstrated experience working in gender equality, women’s rights, human rights, governance, peacebuilding, or civil society strengthening.
- Excellent written and verbal communication skills in English.
