1.0 Background

As part of the phase-out process, it is important to support long-standing women’s rights partner organisations in strengthening their sustainability, resource mobilisation, and institutional resilience. This includes facilitating donor mapping, as well as providing learning, advisory, and knowledge-sharing engagements that allow partners to exchange experiences, identify opportunities, and prepare for continued programming beyond the phase-out period.

These engagements will provide structured spaces for reflection, peer learning, and technical support to enhance partners’ capacity to engage donors, diversify funding, and sustain feminist programming.

2.0 Purpose of the TOR

 

The purpose of this activity is to recruit a Technical Assistant to support long-standing women’s rights partners during the phase-out period of the POWER programme through participatory donor mapping and targeted learning, advisory, and knowledge-sharing engagements to strengthen sustainability and resource mobilisation.

 

3.0 Objectives of the Donor Mapping Exercise

 

The donor mapping activity aims to:

  • Conduct participatory donor mapping aligned with partners’ thematic priorities.
  • Strengthen partners’ resource mobilization capacity during the phase-out period.
  • Facilitate peer learning and experience sharing among partner organisations.
  • Provide advisory support on donor engagement strategies.
  • Document lessons learned and sustainability practices
  • Promote collaboration and joint fundraising opportunities.
  • Support partners to develop practical next steps for sustainability.

 

4.0 Scope of Work

The scope of work will include, but not be limited to:

  • Prepare and design donor mapping tools.
  • Conduct online participatory donor mapping meetings.
  • Conduct desk reviews for donor mapping.
  • Collaborate with partners to identify priority donors based on thematic areas.
  • Conduct of a participatory donor mapping exercise
  • Provide advisory support tailored to partner needs for donor mapping and engagement, funding diversification, and implementation of sustainability planning.
  • Provide a report of mapped donors for Kvinna till Kvinna and partners’ reference.
  • Document best practices, lessons learned and recommendations.
  • Development of a shared donor mapping database

5.0 Roles and Responsibilities

  • Kvinna till Kvinna Organisation
  • Coordinate the overall process.
  • Organize online meetings with partners.
  • Participate and support the process as required.

  • Conduct a desk review for donor mapping and provide required technical input.
  • Support participatory discussions.
  • Provide advisory support to guide donor analysis and prioritization.
  • Document key outcomes.
  • Submit report.

 

  • Partner Organizations
  • Participate actively in all online engagements.
  • Share experiences, challenges, and lessons learned.
  • Contribute to donor mapping as required.
  • Participate in action planning.

 

  1. 0 Methodology

The donor mapping engagement will adopt a participatory and collaborative approach, including:

  • Desk review for donor mapping and Practical donor mapping exercises.
  • Interactive engagement with partners through online meetings or workshops as applicable.
  • Group discussions, experience-sharing presentations.
  • Facilitated advisory sessions tailored to partners’ needs.
  • Reflection and action planning

 

 

  1. 0 Expected Deliverables

The deliverables will include the following:

  • Donor mapping matrix/tool
  • List of prioritized potential donors
  • Summary of learning, knowledge-sharing and advisory engagements of donor mapping sessions
  • Final report with the link to the donor mapping database.

 

8.0 Duration/Timeline

The activity will be implemented from May 4 – 19, 2026

 

9.0 Required Qualifications

The Technical Assistant should have an advanced degree in Development Studies, Gender Studies, Social Sciences, Project Management, or a related field, or equivalent professional experience. The applicant should have at least 5–7 years of experience working with civil society, including women’s rights organizations, with proven expertise in donor mapping, resource mobilization, and facilitating participatory learning processes and should have experience supporting organizations during transition or phase-out periods. Knowledge of bilateral, multilateral, foundation, and private sector donors is required. Strong analytical, documentation, and report-writing skills are essential.

  1. 0 Reporting Line

The trainer will coordinate closely with Kvinna till Kvinna POWER Programme’s Manager and will report to the Country Director or designated focal person.
