1.0 Background

As part of the POWER project closeout process, partner organisations have been phased out of direct financial support. To support continuity of their work and strengthen long-term institutional resilience, capacity-building training is planned as one of the final activities.

 

Partner organisations require enhanced capacity in grants management. This Grants Management training will focus on areas identified for improvement in grants management and proposal development and will also ensure skills development in organizational strengthening and sustainability. This training will aim to provide partners with practical skills in proposal development, grant management and reporting. This activity forms part of the project closeout and sustainability strategy. Moreover, this training also emphasizes networking for resource mobilization.

2.0 Purpose of the TOR

 

The purpose of this TOR is to recruit a qualified trainer to design and facilitate a two-day training course on grants management for partner organisations. The training will focus on strengthening participants’ skills in managing grants effectively from proposal development to reporting and compliance. This is part of the phase-out activities to enhance partners’ capacity to ensure independent operations and resource sustainability for continuity and future programming.

3.0 Objectives of the Training

 

  • Strengthen participants’ understanding of grants management principles
  • Improve skills in grant proposal development
  • Enhance financial management and budgeting for grants
  • Build knowledge on donor compliance and reporting requirements
  • Improve monitoring, documentation, and accountability systems
  • Strengthen internal controls for grant implementation.

 

4.0 Scope of Work

 

The trainer will be responsible for the following:

Pre-Training Tasks

 

  • Review existing partner needs and context
  • Develop a tailored training guide and materials
  • Prepare and submit a training report

During The Training

 

  • Facilitate two-day interactive training.
  • Deliver an interactive training workshop (2 days as agreed)
  • Facilitate practical exercises and group work
  • Provide templates and tools for grants management
  • Support participants in developing action points
  • Facilitate question-and-answer sessions.

 

Post-Training

 

  • Submit training report including recommendations.
  • Share training materials and tools..

5.0 Key Training Topics Suggested

The trainer will develop relevant topics and training materials for training based on the scope of work.

 

  1. 0 Training Methodology

The trainer is expected to use participatory approaches, including:

  • Presentations, group discussions, and case studies
  • Practical exercises
  • Experience sharing among partners.

 

  1. 0 Expected Deliverables

The trainer will provide the following as deliverables:

  • Training agenda
  • Training materials (PowerPoint, handouts, tools)
  • Delivery of two-day training facilitation
  • A final training report inclusive of a summary of attendance, highlights of key discussions, analysis of pre- and post-test results, summary of training evaluation, key questions, concerns raised, and recommendations for the way forward in the absence of donor funds.

 

8.0 Duration and Location

  • Duration: Two (2) days planned for April 30 and May 1, 2026.
  • Location: To be determined:
  • Type of training (in-person training).

 

9.0 Required Qualifications

The trainer should have:

  • Degree in Accounting, Finance, Business Administration, or related field.
  • At least 3-5 years of experience of grants management
  • Experience working with NGOs and CSOs.
  • Strong understanding of donor compliance requirements and experience with SIDA-funded projects is an advantage.
  • Experience in proposal development
  • Excellent facilitation and communication skills.

 

  1. 0 Reporting Line

The trainer will coordinate closely with the Kvinna till Kvinna financial team and will report to the Country Director or designated focal person.
