BACKGROUND
Liberian female law enforcement officers have fewer opportunities to benefit from professional development opportunities, which have a resultant negative impact both on their career prospects and their ability to effectively carry out their functions. Women representation in law enforcement remains alarmingly low, especially in middle and higher-level decision-making roles where the rights, interests and protection of women’s voices should be prioritized. While these challenges exist, women in law enforcement agencies have made concerted efforts to collectively promote their rights and advocate for gender equality and career advancements.
In Liberia, through women’s associations in law enforcement agencies, female officers have made efforts to advocate for gender equality and professional equity in law enforcement. These associations coordinate with an umbrella association – the Liberia Female Law Enforcement Association (LIFLEA) – through which they actively engage with heads of law enforcement agencies, government technical leads, and a range of development partners.
IDLO is implementing the “Strengthening Gender Equality in Liberia’s Security Sector” project which aims to increase women’s inclusion and representation in law enforcement agencies in Liberia. Through this project, IDLO is working with LIFLEA to rebrand the institution, create visibility around its existence to highlight the role that it plays in advocating for the protection and wellbeing of female officers, disseminate information about the association, and celebrate the achievements of female law enforcement officers.
THE ASSIGNMENT
In light of the above, IDLO is seeking the services of a consultant to develop a website that will be used as a platform to increase LIFLEA’s visibility, to share information about the association and its work, and as a means of connecting members within and across counties in Liberia.
DUTIES AND RESPONSIBILITIES
Under the overall guidance of the IDLO Liberia Country Manager, the direct supervision of the Program Lead, and working in close collaboration with the IDLO Program Team, the consultant will be responsible for:

1) Development of a website with the following specifications:
o Who We Are: Highlights the history, strategy, vision, core values, staff profiles, our partners, etc.
o Where We Are: Include a map depicting LIFLEA presence in the country o What We Do: Highlighting activities and ongoing initiatives, etc.
o Get Involved: The following buttons can be activated “Partner with us”, “Sign up for our Newsletter”, etc.
o News: include latest news, upcoming events, stories, etc.
o Publications: include a user button to enable access to documents including repots, policies, newsletters, etc.
o Gallery: should link to photos
o Contact us: provide a responsive inquiry form and basic information that would enable website visitors to contact the organization;
o Other: other links as required in discussion and agreement with LIFLEA and IDLO
✓ The consultant will be expected to populate the page/tabs with basic content provided by LIFLEA and IDLO.
The website should:

2) Development of a training and website management guide delivery of a training session for identified personnel

IDLO shall offer a Single Engagement Agreement for thirty (30) days between 15 November and 15 December 2023.
