TOT Facilitators to Train
Community Sanitation Technicians (CST)
in Todee District
TERMS OF REFERENCE
Background:
Established in 2007, the Liberia WASH Consortium (LWC) brings together five international organizations (Action Against Hunger, CONCERN World Wide, Tear Fund, Oxfam and Water Aid) to support the Government’s efforts in improving the health status of vulnerable communities. These communities will attain their set targets for the clean water and sanitation SDG6 as well as contributing to meeting Goal 2 (Zero Hunger) and Goal 3 (Good Health and Well Being).
The consortium members (Action Against Hunger- the Lead, CONCERN World Wide and Water Aid) will implement the “Multi-sectorial response aiming to improve nutritional status of children under 5 years of age in two counties of Liberia” (Grand Bassa and Rural Montserrado) for 48 months.
There are 4 specific objectives of the project to be implemented in phases – phase/year one through phase/year four. Specific objective two focuses on WASH and one of the main activities to achieve this objective is the development, revision and implementation of the community action plan in 30 communities.
Relative to this, AAH LWC WASH team has decided to conduct training for Community Sanitation Technicians (CST) from 30 VSLAs to guide VSLAs and communities to construct their individual household latrines and other sanitation facilities in the 30 LWC project communities.
Objective (s):
The objectives of the activities is that the facilitators train CSTs to:
1. Understand drawings and BoQs of the demo latrines.
2. Review their roles, responsibilities, limitation and standard and regulation to construct.
3. Understand environmental impact pose on communities without latrines.
4. Construct latrines and other sanitation facilities
5. Guide the VSLAs and community dwellers during construction process.
6. Understand proper siting of the latrines and other sanitation facilities in each community.
7. Demonstrate three (3) different latrines for individual preference.
8. Sensitize individuals to prioritize the construction of their latrines.
9. Know how to perform small repair works for maintenance purpose.
There will be four (4) facilitators divided amongst the 30 communities depending on the proximity of community

Methodology for the activities:
 Allow CSTs to brainstorm.
 Guide CSTs to perform theoretical demonstration of different latrine construction processes.
 Community Sanitation Technician to construct three different latrines in communities.
 Paper-based presentation
 Questions and answers.
Expected Outcome:
1. Community Sanitation Technicians (CST) understand practical measurement
2. Community Sanitation Technicians (CST) construct different latrines.
3. Report with appropriate picture caption submitted.
Resources needed
A. Logistics
Facilitator’s selection benchmark
1. Must have graduated from a Technical/vocational School(optional)
2. Understand and interpret blue print
3. Experience in working with communities in the WASH sector
4. Be willing to spend overnight in the field
5. Experience in maintenance of buildings
6. Practical hands-on experience in building construction.
7. Be able to train individuals with little or no experience on how to construct latrines.
8. Do a simple building layout
9. Be willing to travel to different designated communities where the community sanitation technicians will be trained on site.
10. Know the procedure to construct garbage/waste pit
11. Experience in training in a vocational/technical school.
