WASH and IPC Officer
Following the recent pronouncement of EVD cases in Guinea a bordering country to Liberia, Action Against Hunger formulated and adapted its ongoing Health, Nutrition & Livelihoods programs to support the national government surveillance team in collecting data which poses potential threat to the spread of Ebola disease in its target areas. Action Against Hunger places particular focus on institutional support to the CHT; other government coordination teams and will play a leadership role in health promotion and statistics gathering.
ABOUT US
Action Against Hunger is an international network (Paris, New York, London, Toronto, Madrid and New Delhi) committed to ending world hunger. Action Against Hunger (AAH) has been working in Liberia since 1990 with the purpose to respond to the needs of the most vulnerable people, at first during the emergencies and then in a more development setting, until the 2014 Ebola outbreak and the emergency it generated in the country. AAH interventions in Liberia aim at improving the nutrition security of the population, with particular focus on children under-five and pregnant and lactating women. AAH aims at doing so by implementing multi-sectorial programs, which encompass direct nutrition intervention and prevention activities to address the underlining causes of undernutrition, i.e. poor health, food insecurity, poor care practices, and poor access to water and sanitation. AAH also has an integrated advocacy strategy in the mission that cuts across all the sectors. AAH is currently the lead of the Liberia WASH Consortium, a consortium of highly recognized NGO in the field of Water, Sanitation and Hygiene, formed in 2003.
Action Against Hunger is recruiting a WASH and IPC Officer, who will Support the County Health Team and Partners to ensure the implementation of activities related to Infection Prevention and Control, safe water supply, hygiene and sanitation and the project’s planned activities for Ebola and COVID
CORE RESPONSIBILITIES
 He/ She establishes with support from supervisors, the training plan for health personnel on IPC measures.
 He/ She coordinate with CHT IPC Focal person to enumerate targeted house beneficiaries and distribute IPC materials in Communities and Health facilities
 Ensures a post-training follow-up during the supervisions
 Ensure the progress of activities in accordance with the implementation schedule through regular field visits;
 He/ She understand the methodology for targeting health facilities benefiting from the WASH intervention with the support of the Program Manager and ensure the understanding of the WASH teams;
 He/ She develop terms of reference and data collection tools for all surveys including the WASH component in collaboration with other team members and the Program Manager;
 Ensures the writing of weekly and monthly reports
 Ensures the organization of the work of the IPC-WASH team, establish the weekly schedule and transmit it to the Program Manager;
 Ensures that the tools and SOPs are updated and available for the coaches.
 Propose the implementation of data collection tools related to the implementation of IPC-WASH activities;
 Establish with the Activity Supervisors the technical characteristics of the materials used for the realization of the works and the purchase requests for validation by the Program Manager;
 Provides information to the provisional budget, monthly and weekly cash flow forecasts for the WASH component for validation by the Program Manager;
 He/ She represent the organization to the beneficiaries with the agreement of the direct supervisor;
 Guarantees the respect of the technical plans of the water and sanitation facilities;
 Ensure the technical quality of all WASH activities of the program;
 He/ She identifies measures to prevent possible difficulties that could jeopardize the correct and timely implementation of WASH activities and seeking solutions with the support of the Program Manager;
QUALIFICATIONS:
– Engineering Degree in WASH related studies (water sanitation, engineering, public health, geology, etc.)
– Further qualifications in engineering in development related contexts preferred.
– Significant experience in Social and Behavioral Change activities related to WASH and IPC measures
– Thorough knowledge of international and national WASH strategies, policies and standards
– Familiarity with GIS, data analysis software and water modelling software preferred.
– Previous experience working in Ebola IPC context
REQUIRED COMPETENCE AND SKILLS:
– Good knowledge of the local languages and culture
– Strong knowledge and experience in implementing WASH project.
– Training and teaching skills in rolling out IPC measures
– Reporting capabilities
– Strong knowledge of the project cycle management
REMUNERATION PACKAGE
 Starting date: 1st April 2021
 Duration of contract: 3 month
 Location: Nimba with frequent travel to other field locations
 Monthly basic salary: 806 USD
 Monthly transport allowance: 40 USD
 Monthly education allowance: 90 USD
