DATE OF ISSUANCE: MAY 4, 2026.

1. The Sinoe County Administration/Local Government has received budgetary appropriation for Public Sector Investment Project (PSIP) from the Government of Liberia through the Ministry of Finance and Development Planning (MFDP) and intends to apply part of the PSIP budgetary appropriation toward the cost of the construction of CONSTRUCTION OF BUILDING FOR COUNTY COUNCIL OFFICE AND RENOVATION OF KPANYAN ADMINISTRATIVE BUILDING.
2. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the Public Procurement and Concessions Act (PPCA) of Liberia and is open to all eligible bidders as defined in the bidding documents.
3. Bidding will be conducted through the NATIONAL COMPETITIVE BIDDING (NCB) PROCEDURES as specified in the Amended and Restated Public Procurement and Concession Act of 2005 as amended and restated in 2010 & 2026 (PPC Act). These applicable procurement procedures are consistent with the Republic of Liberia Amended and restated PPC Act published and approved: February 16, 2026 You can bid for ONE or TWO lots.

4. The Sinoe County Administration/Local Government now invites sealed bids from eligible and qualified bidders for the construction of County Council Office and Renovation of the Kpanyan Administrative Building.

The Sinoe County Administration/Local Government invites reputable construction firms to bid for by submitting a Technical & Administrative Proposal and Financial Proposal sealed bid for Construction, Repairs & Maintenance-Civil works and Furniture and installation.

5. BIDDER QUALIFICATION REQUIREMENTS:

All bidders MUST submit the following mandatory documents:

• Valid Business Registration Certificate (Liberia Business Registry)
• Current Tax Clearance Certificate (Liberia Revenue Authority)
• Valid Certificate of registration with the PPCC (logged in the PPCC Vendor Database)
• Association of Liberian Construction Company (ALCC) and Public Works Certificates
• Company Profile including past performance records
• Audited Financial bank Statements for the last two (2) years
• References from at least two (2) entities you worked for.
• Company Article of Incorporation
• NASSCORP Certificate
• LABOUR Certificate
• Bid Security

6. PURCHASE OF BIDDING DOCUMENTS:

A complete set of bidding documents, BOQ and Technical Drawings in English may be purchased from the Sinoe County Procurement Unit by interested bidders upon payment of for a non-refundable fee of One Hundred United States Dollars (US$100.00), payable at the County Operational Account at SI-BANK. The bidding documents will be available for pickup from May 4, 2026 to May 21, 2026, Monday through Friday, between 8:30 AM and 4:30 PM. This issuance period covers a total duration of fourteen (14) working days.

7. DEADLINE FOR SUBMISSION:

Completed bids must be delivered to the address indicated in the bidding documents on or before the deadline specified therein. Late submissions will be rejected and returned unopened. Sealed bids must be delivered to the address below on or before, no electronic bid is allowed for submission. All bids must be accompanied by a Bid security from a reputable bank. All Bids must be sealed and delivered to the address listed below On or before Thursday, May 21, 2026 @ 1pm as the official deadline period.

Late bids will be rejected and returned unopened. Bids will be opened in the presence of bidders who choose to attend or their representatives on Thursday, May 21, 2026 @ 1:15pm, at the County Administrative building conferences Room.

8. BID SECURITY:

All bids MUST be accompanied by a Notarized Bid Securing Declaration. Bids must be properly sealed and clearly labelled in accordance with the instructions in the bidding announcement.
