Médecins Sans Frontières (MSF) is an International Private non-governmental, non-profit, humanitarian organization created in 1971. We offer medical assistance to population in distress, victims of natural or man-made disasters and to victims of armed conflicts irrespective of race, religion, creed or political affiliation. MSF works in over 70 countries globally and has been working in Liberia for over 35 years. MSF WaCA is currently working in collaboration with MoH providing mental healthcare services in Mango town, Bensenville, Pipeline, West point and Clara Town. Médecins Sans Frontiers observes neutrality and impartiality in the name of universal medical ethics and the right to humanitarian assistance and demands full and unhindered freedom in the exercise of its functions.

To better support our operations and improve our service delivery, we intend to renew our fleet of vehicles, hence the call for sale of some of our current fleet as described below.

We are therefore calling on interested individuals/companies to participate in the bidding process for the said vehicles on sale. A). Scope:

Auction of Two (2) unit of used Toyota Landcruiser, Pick-up, HZJ79, 2 doors ,2014 model. The Auction also means “sales through competitive bidding to the highest bidder on as it is basis”.

B.) Eligibility Requirement:

✓ This bidding is open to internal (MSF-Staff) and external individuals and companies.

✓ The bidder has capacity to pay the bided amount as submitted or as specified in Section C within a maximum period of one week. Failure to pay the exact amount will result to automatic disqualification of the pre-selected bidder and may be issued to another (2nd highest) eligible bidder as agreed by the management/ bidding committee.

✓ All bidders accept that Médecins Sans Frontières WaCA will bear no responsibility regarding legal claims or claims for damage, injury, disability or death caused by the items or the items use.

✓ Physical inspection of the vehicles will be permitted to willing bidders on a given days only on Saturdays & Sundays on or before the closure on 28th March 2025 in between 8:00 am & 5:00 pm at MSF office. (Marine view Apart.D74, KPELLIE Town, Congo Town, back road), Monrovia-Liberia)

✓ A copy of the bid form can be issue to any potential bidder on request after inspection at MSF premises free of charge.

C.) Technical Specifications of the Bid:

MSF-WaCA is therefore looking to auction the below vehicles as agreed by the management. The amount mentioned below for each of the vehicles is the organization target but please feel free to propose your price.

E.) Submission of Bidding Documents:

The bidding documents and all necessary documents listed in the annex to be submitted in duplicates sealed in one envelop and addressed to Medecins Sans Frontieres WaCA. Please note that only physical submission to the designated tender box within the premises is allowed. Individuals & Companies are to strictly adhere to the MSF principles.

Envelops SEALED “should bear the following information: Tender Number, 25/WaCA/LR201/T001.

Closing date for submission will be not later than 5:00 pm on Friday, 28th March 2025.

F.) Opening of Bids:

All Bids will be opened immediately after the deadline for submission at 9:00 am on Monday, 31 st March 2025. at Medecines Sans Frontieres WaCA Office located at Marine view Apart.D74, KPELLIE Town, Congo Town), Monrovia, Liberia. Auction will be communicated to successful bidder maximum 5 working days by the committee. Please, ensure that you sign the bid submission register at the security unit. MSF will not be held liable for misplaced or wrongly submitted bids.

G.) Other Conditions:

1. Bids must be in English Language and signed by the bidder.
2. Bids submitted after the deadline for submission would be returned un-opened.

Note:

• Given that MSF WaCA did not pay customs duty when the cars were imported due to organization tax exemption status, any individual/organization who is not tax-exempted who purchases the vehicle(s) would be obliged to pay the required duty on the vehicle(s) before paying for the car.
• Accordingly, MSF will require any successful bidder to present the following: Evidence of duty paid to the relevant Government authorities or provide evidence of tax exemptions
• Before the successful bidder can be allowed to make payment to MSF designated account and before taking possession of the vehicle(s).
