Organisational affiliation

The Programme Manager (PM) is part of the Kvinna till Kvinna Liberia Country Office and reports to the Country Director based in Liberia. The PM leads the day-to-day coordination and technical implementation of the EU-funded PeaceGen (NextGen Peacemakers) project and works closely with Programme Officers, Finance and Administration staff, consortium partners, and relevant colleagues at Kvinna till Kvinna Head Office in Sweden.

The Programme Manager provides technical leadership and coordination but does not formally line-manage staff, as all staff report to the Country Director. Work assignments and priorities are regulated in consultation with the Country Director.

Responsibilities

The Programme Manager is responsible for managing the EU-funded PeaceGen programme, including developing, implementing, monitoring, and following up on Kvinna till Kvinna’s partnerships with civil society organisations, youth-led actors, and women’s rights organisations in Liberia.

The Programme Manager carries out their work in accordance with Kvinna till Kvinna’s mandate, policies, working methods, operational plans, and budgets, ensuring that all contractual, narrative, and financial deliverables to the European Union are met in a timely and compliant manner.

Key responsibilities include:

Programme implementation
  • Ensure high-quality implementation, monitoring, and evaluation of the EU PeaceGen project in line with the approved EU Description of the Action, Logical Framework, workplans, and budget.
  • Coordinate project activities across counties and consortium partners, including WONGOSOL and FTSP partners.
  • Provide technical guidance, accompaniment, and capacity support to partner organisations, including on EU compliance and reporting requirements.
  • Lead the development and delivery of training content, methodologies, workshops, dialogues, and capacity-building activities in line with the approved workplan and budget.
  • Ensure integration of gender equality, youth participation, inclusion, conflict sensitivity, and safeguarding (PSEAH) across all project activities.
Monitoring, Evaluation, Accountability and Learning (MEAL)
  • Lead implementation of the PeaceGen MEAL framework in close coordination with internal and partner M&E focal points.
  • Ensure systematic collection, analysis, and use of disaggregated qualitative and quantitative data in line with EU indicators.
  • Coordinate baseline studies, reviews, learning processes, and evaluations as required under the EU contract.
  • Support partners to strengthen monitoring, learning, and reporting systems.
Financial oversight and compliance
  • Monitor the project budget in close collaboration with the Finance team to safeguard spending and ensure timely and accurate financial reporting.
  • Act as budget holder for activity-level costs in line with approved budgets and internal procedures.
  • Ensure compliance with EU financial rules, procurement procedures, and audit requirements.
  • Support preparation for EU audits, expenditure verification, and donor clarifications.
Donor reporting and communication
  • Lead the preparation of high-quality EU narrative reports (interim and final) with support from the Country Director, Grant Manager, and Finance team.
  • Ensure coherence between narrative and financial reporting.
  • Support documentation of results, learning products, and EU visibility requirements.
Partnership and coordination
  • Manage relationships with consortium and FTSP partners, ensuring partnership agreements, workplans, budgets, and reporting schedules are in place.
  • Facilitate coordination meetings, joint planning, and learning processes across the consortium.
  • Support organisational assessments and partner capacity-strengthening processes as required.
Representation
  • When delegated by the Country Director, represent Kvinna till Kvinna at official meetings and coordination forums with government institutions, donors, UN agencies, and civil society actors.
  • Serve as focal point for relevant government ministries, technical working groups, or coordination platforms related to youth, peace and security, gender equality, and transitional justice.
  • Support the Country Director in coordination with other donors and INGOs.

Powers

The Programme Manager makes independent decisions within the approved activity plan, operational plan, and budget, and serves as budget holder for activity-level costs. Strategic decisions are taken in consultation with the Country Director.

Confidentiality clause

The Programme Manager shall treat all written and oral information between Kvinna till Kvinna, partners, donors, and other stakeholders as confidential and ensure compliance with GDPR and internal data protection policies.

Required skills, qualifications, and experience

  • Bachelor’s degree in Sociology, Political Science, Public Administration, Development Studies, Peace and Conflict Studies, Gender Studies, or a related field. A Master’s degree is an added advantage.
  • Minimum 6–8 years of progressive experience in programme management, including planning, implementation, budget management, MEAL, and reporting.
  • Proven experience managing EU-funded projects (NDICI, FPI, or similar EU instruments) is required.
  • Prior experience working with international NGOs, women’s rights organisations, youth-led organisations, peacebuilding, or development programmes.
  • Demonstrated expertise in women’s human rights, youth participation, gender equality, peacebuilding, and/or transitional justice.
  • Proven experience providing capacity-building support to civil society partners with varying levels of organisational capacity.
  • Experience in strategic budgeting, financial forecasting, and monitoring of expenditures.
  • Excellent writing, reporting, and communication skills for international and national audiences.
  • Full proficiency in MS Office tools, including Word, Excel, PowerPoint, Teams, and SharePoint.
  • Strong analytical and results-based management skills.
  • Ability to work effectively both independently and as part of a team, with flexibility to adapt to changing priorities.
  • Strong interpersonal and networking skills with cultural sensitivity.
  • Strong commitment to Kvinna till Kvinna’s feminist values and to all human rights, including key populations.

Added value

  • Previous experience working with EU, Sida, UNPBF, or other bilateral or multilateral donors.
  • Experience managing consortium-based or multi-partner programmes.
  • Familiarity with the Liberian context, including national Youth, Peace and Security and Women, Peace and Security frameworks.
  • Demonstrated commitment to women’s human rights, gender equality, and inclusive civil society development.
