Project Description:
The Mastercard Foundation Leaders in Teaching (LIT) initiative aims to transform secondary education across Africa by strengthening secondary-level teaching and learning so that young people have the 21st-century skills and competencies needed for employment, lifelong learning, and adult life. The initiative works closely with local and national stakeholders in African countries and supports teachers and school leaders over the lifespan of their careers with a focus on recruitment, training, and motivation that prepares them to deliver quality and relevant learning.
Education Development Center (EDC) is coordinating and implementing the Leaders In Teaching Liberia program in Liberia in collaboration with a consortium of over 10 local education partners and the Ministry of Education, focusing on all four LIT programmatic pillars:
1) Teacher Recruitment;
2) Teacher Training;
3) Education Leadership and Management; and
4) Teacher Motivation. Each program component under the respective LIT pillars will be implemented with a strong focus on inclusion and gender equity, addressing the unique needs of marginalized young women, youth with disabilities, and refugee students in underserved communities.
LIT aims to strengthen the quality of teaching and learning by providing holistic support across the teacher lifecycle, improving pre- and in-service teacher training in secondary education across Liberia, increasing access and completion, raising learning outcomes with a focus on STEM, preparing future and work-ready youth, and strengthening the capacity of the education system to manage and supervise teacher professional development.
EDC will oversee program management and provide technical quality assurance, including the assessment and modification of curricula, as needed. Additionally, EDC will conduct targeted capacity-strengthening activities for local partners, empowering them to take the lead in implementing sustainable, locally led education solutions that will strengthen Liberia’s education system beyond the life of the program. As the primary point of contact with the Ministry of Education at the central level, EDC will ensure a coordinated approach among all partners, leveraging lessons learned and tools from Mastercard Foundation’s regional African partners operating in the country.
Purpose:
The purpose of the RFQ is to invite prospective Offerors to submit quotations for catering services. EDC anticipates issuing a blanket purchase agreement (BPA)/s to establish specific pricing levels and parameters for ordering these commodities/services. The BPA mechanism will allow EDC to issue specific purchase orders, on an as-needed basis, for the procurement of these items over the nexttwelve(12) months. The selected Offeror/s shall furnish the catering services described in any purchase orders issued by EDC under this BPA. EDC is only obligated to pay for catering services ordered through purchase orders issued under this BPA and delivered by the selected Offeror in accordance with the terms/conditions of this BPA.

EDC shall evaluate all quotations based on: Price
EDC may award one or more contracts resulting from this request to the offeror (s) whose quotation(s) conforming to this request offer(s) the greatest value. EDC may also (a) reject any or all quotations, (b) accept other than the lowest quotation, or (c) accept more than one quotation.
Contracts may be issued for some or all of the deliverables. EDC may award a contract without discussions with offerors. As such, offerors are strongly encouraged to submit their best quotations with their original submissions. EDC reserves the right to conduct discussions, which may result in revisions to quotations, with one or more than one or all offeror(s) if EDC determines, at its sole discretion, discussions to be necessary. Additional documentation may be required prior to selection and discussions may include oral presentations provided by the offeror.
Quotations must include the following:
Technical Specification (Ensure at a minimum your price quotation include the following) At this time, we do not have the exact number of participants who will be involved in each training activity and are therefore requesting pricing on a per-participant basis.
Typically, a training activity may involve between 50 and 400 participants across various locations in Lofa County. For events with a large number of participants, we usually engage three to four catering service providers to ensure the consistent delivery of high-quality meals and services.

Bids submitted after the closing date and time will not be considered.
Delivery Location:
The delivery locations are within Lofa County and may vary depending on the specific sites. EDC/LIT will not accept or pay any separate charges for meal deliveries to these locations during the contract period, as all delivery costs must be included in the contracted price.
Delivery Schedule:
The delivery schedule will be specified and outlined in the Purchase Order, which will be issued after the Blanket Purchase Agreement (BPA) for Services has been established and duly signed. Deliveries will be scheduled three (3) to five (5) days prior to the training or activity date to allow adequate time for preparation and planning.
