1. Introduction
The Liberia Agency for Community Development (LACD) is a registered Liberian non
governmental organization established in 2013. LACD works to improve the livelihoods of
vulnerable communities through sustainable agriculture, food security, climate resilience,
education, health and nutrition, women’s empowerment, youth development, governance, clean
energy and economic inclusion.
To strengthen its institutional visibility, improve stakeholder engagement, and showcase
programmed achievements, LACD invites qualified website developers and web development
firms to submit quotations for the design, development, deployment, and maintenance of a
modern organizational website.

2. Objective
The objective of this assignment is to design and develop a professional, secure, responsive, and
user-friendly website that reflects LACD’s identity and supports communication with donors,
partners, beneficiaries, government institutions, and the general public.

3. Scope of Work
The successful bidder shall provide the following services:

D. Technical Requirements
The website should:
 Be hosted on a reliable hosting platform
 Use a secure CMS such as WordPress or an equivalent platform
 Be fully responsive on desktop, tablet, and mobile devices
 Be compatible with major browsers
 Include SSL certification
 Be optimized for search engines
 Include security measures against malware and hacking
E. Training
The consultant shall provide training for designated LACD staff covering:
 Updating website content
 Uploading news
 Uploading reports
 Managing users
 Website maintenance
 Backup procedures
F. Maintenance
The quotation should include:
 Minimum of 12 months technical support
 Bug fixing
 Security updates
 System maintenance
 Backup support

4. Deliverables
The successful bidder shall deliver:
 Fully functional website
 Domain configuration
 Hosting setup
 CMS administrator account
 Website source code
 Technical documentation
 User manual
 Staff training
 One-year maintenance plan

5. Required Qualifications
Interested firms or consultants should have:
 At least three (3) years of website development experience
 Experience developing websites for NGOs, government agencies, or development
organizations
 Proven portfolio of similar assignments
 Strong knowledge of website security
 Excellent graphic design skills
 Experience in responsive website development

9. Payment Schedule
Payments shall be made as follows:
 30% upon contract signing
 40% upon submission of the functional website
 30% upon final approval, training, and handover

11. LACD Rights
LACD reserves the right to:
 Accept or reject any quotation.
