  1. Introduction

Pact is an International NGO with offices around the world. Its mission is to enable systematic solutions that empower people who are poor and marginalized to earn a dignified living, be healthy and benefit from the natural resources around them. Pact achieves this by strengthening local capacity, fostering effective governance systems and transforming markets into a force for development.

The ACHIEVE project is an eight year (2019–2027) global project funded by the U.S. Department of State (DoS) that supports countries to achieve and sustain HIV epidemic control among pregnant and breastfeeding women, adolescents, infants, and children. Led by Pact, ACHIEVE works with governments, civil society organizations, and other partners to deliver integrated, person-centered HIV, maternal, newborn and child health (MNCH), and related health services across multiple countries, including Liberia.

The goal of ACHIEVE Liberia is to support Liberia’s Ministry of Health (MoH) to improve MNCH outcomes and increase the availability of, and access to critical lifesaving MNCH services. ACHIEVE Liberia has the following four objectives:

Objective 1: Enhance the quality of MCH services by strengthening healthcare workforce skills and oversight of MCH service delivery.

Objective 2: Improve access to and uptake of MCH services through strengthened community- facility linkages.

Objective 3: Facilities are equipped to provide quality care to mothers and newborns through the antenatal, intra-partum, and post-partum phases.

Objective 4: Ensure availability of skilled healthcare workers to deliver MCH services, addressing urban-rural disparities.

As part of project activities, the Pact ACHIEVE Project requires the purchase of diagnostic medical supplies and equipment. The purpose of this RFQ is to solicit quotations for these supplies and equipment.

C. Eligibility

To be considered for award, Offerors must be legally registered and currently operating in the Republic of Liberia. The quotation must include all of the following information:

  • Demonstrated ability to meet or exceed the requirements/technical specifications outlined in Section B;
  • Demonstrated ability to deliver the goods or perform the services specified in Section B no later than the required delivery or performance date.

D. Submission Instructions

A completed copy of the cover sheet (Attachment 1)
Price quotation for each item or service in USD
Validity period of offer (at least 30 days)
Payment terms (Pact prefers Net 30 days)
Delivery timeframe after purchase order issuance
Quotation submitted on official company letterhead with authorized signature
Technical specifications demonstrating compliance with Section B.
Warranty information and product documentation (if applicable)

 

Submission

  • Electronic submissions must be received at the email address specified above no later than 4:00 p.m. Liberia time on September 25, 2026. The submission must use the exact RFQ title and number stated
  • All technical questions must be submitted to Pactliberiabids@pactworld.org by 4:00 m. Liberia time on September 18, 2026.
  • Quotations must include a completed Quote Coversheet (Attachment 1)
  • Hard copy submissions will not be
  • Quotations received after that specified deadline or at a different email address may not be accepted.
  • All quotations and delivery dates must remain valid for at least 30 days following the submission deadline stated

Documents requiring original signatures should be signed, scanned, and submitted as PDF attachments. Please include the RFQ Number and RFQ Title in the email subject line.

Offerors must submit the following valid documentation with their quotation:

  • Legal and Tax: Valid business registration certificate, tax clearance certificate, operating license, and any regulatory or distribution license legally required for the products quoted.
  • Technical and Product: Detailed product specifications and brochures or datasheets. Quality, regulatory, and safety certifications must be submitted where applicable to the products
  • Supply Chain and Warranty: Manufacturer authorization or official distributor documentation, identification of the country of origin, and warranty documentation, where applicable to the products quoted.

E. Evaluation Criteria

Pact will award a contract resulting from this solicitation to the responsible Offeror(s) whose quotation is responsive to the requirements of this RFQ and represents the best value to Pact, based on Lowest Price Technically Acceptable.

Under the Lowest Price Technically Acceptable method, quotations will be evaluated for technical acceptability to ensure they meet the minimum requirements and technical specifications outlined in this RFQ. Among the quotations determined to be technically acceptable, the contract will be awarded to the responsible Offeror submitting the lowest evaluated price.

Technical acceptability will be determined based on:

  • Legal Eligibility: Valid Liberian business registration, tax clearance, operating license, and any regulatory or distribution license legally required for the products quoted.
  • Technical and Sample Specifications: Compliance of the offered products with the technical specifications applicable to each line item quoted. An Offeror is not required to quote all 12 line items. Product datasheets, samples, and safety documentation must be provided where required or applicable to the item quoted.
  • Delivery Schedule: Capacity to deliver all requested quantities by October 15, 2026.
  • Submission Completeness: Completed quotation on official letterhead, authorized signature, unit and total prices in USD, applicable warranty terms, required supporting documentation, and a validity period of at least 30
  • For applicable equipment, the vendor must provide installation, end-user training, and basic maintenance Each applicable equipment item must include the manufacturer’s standard warranty, which must be no less than 12 months and cover defective parts, replacement, and calibration where applicable. The vendor must acknowledge requests for emergency technical support within 24 hours.

F. Inspection and Acceptance

  • Sample Inspection: Pact reserves the right to request, inspect, and verify product samples or technical documentation before or during contract performance to ensure technical
  • Final Acceptance: Goods are formally accepted only after physical verification at delivery, confirming full compliance with specified standards, technical requirements, and exact quantities. Non-conforming items will be rejected.

G. Terms and Conditions

  • Pact reserves the right, in its sole discretion, to modify the terms of this solicitation by written notice at any time. Pact may also cancel this solicitation at any
  • Issuance of this solicitation does not constitute a commitment by Pact to award a contract.
  • Pact may reject any or all quotations
  • Pact reserves the right to disqualify any quotation if the Offeror fails to follow the instructions provided in this
  • Pact will not reimburse Offerors for any costs incurred in preparing or submitting a response to this
  • Pact may contact Offerors to confirm submitted information and verify that the quotation was submitted in response to this
  • Pact may contact past performance references provided by the Offeror without prior notice. Pact also reserves the right to contact other sources to obtain relevant past performance information not listed in the
  • Pact reserves the right to waive minor quotation deficiencies that can be corrected prior to award determination in order to promote
  • Pact reserves the right to make an award based on the initial evaluation of quotations without further
  • Pact may choose to award only a portion of the scope of work described in this solicitation or issue multiple
  • By submitting a quotation, the Offeror acknowledges and agrees to the terms and conditions of this
  • Information provided by Offerors as part of this solicitation process will be treated as confidential. Offerors consent to the disclosure of submitted documents to reviewers involved in the evaluation process. All reviewers are bound by confidentiality and non- disclosure
  • Any resulting award will be governed by Pact’s standard terms and conditions and any

applicable funder requirements.

  • Any award resulting from this RFQ will be a firm-fixed-price purchase
  • Pact’s standard payment terms are net 30 days after receipt and acceptance of the commodities or Payment will be made only to the entity that submitted the quotation and is identified in the resulting award; payment will not be made to a third party.
  • United States law prohibits transactions with, and the provision of resources or support to, individuals or organizations associated with The Offeror under any resulting award must ensure compliance with these laws.
