DAI anticipates awarding a Blanket Purchase Agreement (BPA) for one year, with an estimated start date of March 1, 2024, through February 28, 2025, for the provision of event catering services for LEAD project programs and activities in Monrovia and approved counties.

The RFQ is divided into four (4) lots:

  1. Monrovia, Montserrado County
  2. Buchanan, Grand Bassa County
  3. Gbarnga, Bong County
  4. Ganta, Nimba County

Bidders may respond to one (1) or multiple lots depending on their ability to provide the requested items.

“A BPA will allow DAI to make recurring purchases throughout the award period based on the accepted unit price for each item. At this time, DAI cannot estimate quantity requirements for each of the items. Actual purchases will be issued through individual release orders under the BPA. Offerors are encouraged to submit best-priced offers for each of the items, which will become fixed for the entire award period.

  • Basis for Award
An award will be made to the responsible Offeror whose quotation is responsive to the terms and conditions of this RFQ and is most advantageous to DAI, considering the price or/or other factors included in this RFQ.

DAI may award more than one BPA under this RFQ for each lot to guarantee the availability of services from more than one offeror. To be considered for the award, Offerors must follow the instructions provided in this RFQ, submit a complete quotation (see section 11), meet all of the requirements identified in Sections 12 and 13, and produce a SAM number (see section 16) before award.

  • General Instructions to Offerors
  • Each Offeror is responsible for reading very carefully and understanding fully the terms and conditions of this RFQ. Failure to do so will be at the Offeror’s risk.
  • All communications regarding this solicitation are to be made solely through the Issuing Office and must be submitted via email.
  • If this RFQ solicitation is amended, then all terms and conditions not modified through the amendment shall remain unchanged.
  • By submitting a quote, Offerors fully understand that their quote must be valid for 60 days, which shall be indicated in the cover letter submission.
  • Before any award the Offeror must meet all determination of responsibility requirements as listed in Box 13.
  • Offerors shall submit quotes on company letterhead and sign, date, and stamp their quotation.
  • Offerors shall complete Attachment B: Price Schedule template in United States Dollars (USD) only exclusive of Value Added Tax (VAT). DAI will seek VAT exemption in Liberia as permitted under the DAI prime contract.
  • Determination of Responsibility
DAI will not enter into any type of agreement with a vendor before ensuring the vendor’s responsibility. When assessing a vendor’s responsibility, the following factors are taken into consideration:

    1. Copy of certificate of incorporation/registration
    2. Copy of current and valid Tax Compliance certificate with relevant authorities
    3. Evidence of a Unique Entity ID (SAM) (explained below and instructions contained in the Annex) (Not applicable for this procurement unless any of the languages from section 16 apply)
    4. Confirmation the source, origin, and nationality of the services are not from a Prohibited Country (explained below) or include the use of prohibited technology.
    5. Ability to comply with required or proposed delivery or performance schedules.
    6. Have a satisfactory past performance record as demonstrated by completed past performance information for three current or prior clients.
  • Be qualified and eligible to perform work under applicable laws and regulations.

  • Geographic Code
Under the authorized geographic code of 935 for its contract, DAI may only procure goods and services from authorized countries. DAI does not procure any services from prohibited countries listed by the Office of Foreign Assets Control (OFAC) as sanctioned countries. The current list of countries under comprehensive sanctions include Cuba, Iran, North Korea, Sudan, and Syria. DAI is prohibited from facilitating any transaction by a third party if that transaction would be prohibited if performed by DAI.
  • Prohibited Technology
Offerors MUST NOT provide any goods and/or services that utilize telecommunications and video surveillance products from the following companies: Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hikvision, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company, or any subsidiary or affiliate thereof, in compliance with FAR 52.204-25.
  • Unique Entity ID (SAM)
All U.S. and foreign organizations that receive first-tier subcontracts/ purchase orders with a value of $30,000 and above are required to obtain a Unique Entity ID (SAM) before signing of the agreement. Organizations are exempt from this requirement if the gross income received from all sources in the previous tax year was under $300,000. DAI requires that Bidders sign the self-certification statement if the Bidder claims an exemption for this reason.

  • Compliance with Terms and Conditions
The bidder shall be aware of the general terms and conditions for an award resulting from this RFQ. The selected Bidder shall comply with all Representations and Certifications of Compliance listed in Attachment B.
  • Anti-Corruption and Anti-Bribery Policy and Reporting Responsibilities
DAI conducts business under the strictest ethical standards to assure fairness in competition, reasonable prices, and successful performance or delivery of quality goods and equipment. DAI does not tolerate the following acts of corruption:

  • Any requests for a bribe, kickback, facilitation payment, or gratuity in the form of payment, gift, or special consideration by a DAI employee, Government official, or their representatives, to influence an award or approval decision.
  • Any offer of a bribe, kickback, facilitation payment or gratuity in the form of payment, gift or special consideration by an offeror or subcontractor to influence an award or approval decision.
  • Any fraud, such as mis-stating or withholding information to benefit the offeror or subcontractor.
  • Any collusion or conflicts of interest in which a DAI employee, consultant, or representative has a business or personal relationship with a principal or owner of the offeror or subcontractor that may appear to unfairly favor the offeror or subcontractor. Subcontractors must also avoid collusion or conflicts of interest in their procurements from vendors. Any such relationship must be disclosed immediately to DAI management for review and appropriate action, including possible exclusion from award.

These acts of corruption are not tolerated and may result in serious consequences, including termination of the award and possible suspension and debarment by the U.S. Government, excluding the offeror or subcontractor from participating in future U.S. Government business.

By signing this proposal, the offeror confirms adherence to this standard and ensures that no attempts shall be made to influence DAI or Government staff through bribes, gratuities, facilitation payments, kickbacks, or fraud. The offeror also acknowledges that violation of this policy may result in termination, repayment of funds disallowed by the corrupt actions, and possible suspension and debarment by the U.S. Government.

Technical Specifications and Requirements

 

  • Objective

The purpose of these services is to select a service provider to establish a framework contract for one year with one or more suppliers for the provision of continuous quality catering services for these events held at its Offices such as meetings, conferences workshops and other activities that may be organized in the following cities:

  • Monrovia, Montserrado County
  • Buchanan, Grand Bassa County
  • Gbarnga, Bong County
  • Ganta, Nimba County

DAI will place its orders through the administration of BPA release orders according to the unit prices that will be indicated in the framework contract.

The Bidder will provide a pro-forma/Financial estimate of the activity based on the number of people that will be requested. The menu for each day should be attached to each pro-forma

 

Note that these unit prices will be binding through the duration of the agreement and cannot be modified.

 

The request is divided into 4 lots. Bidders may respond to one (1) or multiple lots depending on their ability to provide the requested items.

  • Service and Expected Results


  • Services

Food service providers must be able to:

  • Provide catering services for events of varying types, sizes, and durations and meet specific customer requirements.
  • The food service provider(s) must be able to process all food preferences and prepare different types of dishes, etc.
  • Provide various suggestions for breakfast, coffee breaks, lunches and refreshments/coffee and tea.
  • The menu for each service and day must be attached to each pro forma (Financial estimate) for the preparation of the BPA release order.
  • Be flexible and responsive to changing customer requirements.
  • The catering service provider(s) must be able to process within a reasonable time.
  • The catering service provider(s) must be able to provide the services within 24 hours of submitting the order for groups of 20 or more if necessary.
  • The average daily number of staff working on site should be sufficient to best meet the needs of each event (workshop, conference, workplace, and this on an ad hoc basis). 
  • Equipment 
  • Food heaters and all catering equipment if necessary.
  • Provide quality cutlery and crockery, as well as all necessary equipment to ensure proper service in conference facilities depending on the type of event (such as informal internal meetings, or formal or high-level events with external guests).

 

  • Critical Service Conditions


  • Delivery of equipment and food placement must be completed in full at least 45 minutes before service.
  • The service provider cannot provide the same dishes if the service is requested for more than two days.

 

NB: Unit price must include all costs such as logistic fees, all equipment, etc.… DAI will not pay for any other additional cost except what will be proposed by the Vendor.

 

  • Key Performance indicators

Key performance indicators will be imposed on the caterer in the following cases:

  • If the food provided by the caterer does not meet the standards or if the quality or quantities are insufficient or different from the agreed items.
  • If more than 50% of total participants/staff/guests rate catering services as poor.
  • Any employee of the caterer whose services are not satisfactory will be replaced by the caterer in consultation with DAI.

Blanket Purchase Agreement (BPA): The service provider will only be paid for the services assigned to him through a Blanket Purchase Agreement Release Order (BPA Release order). For each service, DAI will request the service provider to submit a financial estimation based on the quantity requested at the rates previously agreed in the Contract. After receiving the pro forma, DAI will prepare a BPA Release order corresponding to the financial estimation provided.

 

Payment terms: The service provider will be paid in full after the service completion within 30 days upon receipt of an invoice along with the vehicle logbook. All payments will be made via wire transfer.
