Consultancy for Market Mapping and Landscape Analysis for the UNDP Leh Go Green Project

1. Background

The UNDP Leh Go Green Project aims to enhance sustainable livelihoods and promote environmental conservation in five counties across Liberia. As part of its initiative, the project seeks to identify market-based solutions that contribute to environmental sustainability, economic empowerment, and community resilience. The project aims to create livelihood opportunities and jobs, for women and youth as forest users and foster fringe communities.

The UNDP is seeking a consultant to conduct a market mapping and landscape analysis to support the development of market-based solutions for sustainable development in the target counties.

2. Objective of the Assignment

The primary objective of this consultancy is to conduct a comprehensive market mapping and landscape analysis across the five counties. The analysis should focus on identifying existing and potential market opportunities that align with the goals of the Leh Go Green Project. The consultant should use the findings to develop a market based solutions that promote sustainable livelihoods, environmental conservation, and economic resilience.

3. Scope of Work

The consultant will be responsible for conducting the following tasks:

3.1 Market Mapping

• Identify key market actors (producers, consumers, suppliers, and distributors) within relevant sectors such as agriculture, value addition, transportation and exporter.
• Analyze current supply and demand trends for sustainable products and services within these sectors.
• Map existing market systems and value chains for agriculture products and services, highlighting gaps and opportunities.

3.2 Landscape Analysis

• Assess the economic, environmental, and social landscape in each of the five counties.
• Identify enabling factors and barriers to the development of agriculture and other markets in these regions.
• Conduct a SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats) related to market-based sustainable development initiatives.

3.3 Development of Market-Based Solutions

• Based on market mapping and landscape analysis, propose viable market-based solutions to be implemented in the Leh Go Green Project.
• Recommend strategies for promoting sustainable livelihoods, renewable energy adoption, green agriculture, and environmental conservation.
• Provide guidance on policy frameworks, financing mechanisms, and partnership opportunities to foster green market development.

4. Deliverables

The consultant is expected to deliver the following:

1. Inception Report – A detailed plan outlining the methodology, tools, and timeline for conducting the market mapping and landscape analysis. This report should be submitted within two weeks of signing the contract.
2. Market Mapping Report – A comprehensive report that includes the identification of key market actors, supply and demand analysis, and value chain mapping for sustainable products and services in each county.
3. Landscape Analysis Report – A detailed report that assesses the economic, environmental, and social conditions in the target counties, including a SWOT analysis for market-based development opportunities.
4. Recommendations for Market-Based Solutions – A final report that outlines proposed market-based solutions and strategies for their implementation, aligned with the goals of the Leh Go Green Project.

5. Duration of Assignment

The consultancy is expected to be completed within three months from the date of signing the contract.

6. Required Expertise and Qualifications

• Advanced degree in economics, business, environmental studies, or a related field.
• At least 5 years of experience in market analysis, economic development, or sustainable business development.
• Demonstrated experience in conducting market mapping, landscape analysis, or value chain analysis in developing countries.
• Strong understanding of environmental sustainability, renewable energy, and green economy principles.
• Familiarity with Liberia’s socio-economic and environmental context, particularly in the five counties, will be an advantage.
• Excellent analytical, research, and report writing skills.

7. Reporting and Supervision

The consultant will report directly to the UNDP Project Manager for the Leh Go Green Project. Regular progress reports and updates will be expected as per the agreed schedule.

8. Payment Schedule

The payment for the consultancy will be made in three installments:

1. 30% upon submission and approval of the Inception Report.
2. 40% upon submission and approval of the Market Mapping and Landscape Analysis Reports.
3. 30% upon submission and approval of the Final Recommendations Report.

9. Application Procedure
