CALL FOR EXPRESSION OF INTEREST (EOI) FOR THE SUPPLY OF PRESSURE SWING ADSORPTION (PSA) OXYGEN GENERATION SYSTEMS AND EQUIPMENT AT CHAL DRUGS DEPOT.

Back Ground

Christian Health Association of Liberia (CHAL) a faith-based umbrella organization, dedicated to providing holistic Christian Health care services to the people in Liberia. Working through network of faith-based health facilities, the membership of CHAL currently spans across thirteen of the fifteen counties of Liberia.

Project Description

The Christian Health Association of Liberia (CHAL) in partnership with the Sinkor Rotary Club of Liberia and with funding from Global Rotary Club of Texas USA is supporting the strengthening of Medical Oxygen Ecosystems and including the improvement of medical oxygen availability and supply system to all health facilities within Liberia. CHAL’s support will include the purchase of equipment related to the use of PSA oxygen at health facilities to improve access to oxygen services.

Low blood oxygen, or hypoxemia, is a life-threatening complication of many illnesses such as pneumonia and malaria, as well as preterm birth, surgery, labor and delivery, and other conditions. Hypoxemia contributes to over a million preventable deaths in low-income countries every year. Providing concentrated medical oxygen, known as oxygen therapy, can prevent many of these deaths.

CHAL invites Expressions of Interest (EOI) from vendors interested and capable of the supply, installation and maintenance for at least one year of PSA Oxygen generation system to meet the need for medical 02 for our Member Health facilities and including facilities outside of our 89-health membership. We are seeking for a up to 99% Oxygen Generator Multi-Stage System that starts with a 95% Oxygen generator and later processed to 99% to be transported and installed at CHAL Drugs Depot Compound Situated in Malekie, Bong County, Republic of Liberia.

• The purpose of this call for Expressions of Interest is to:

Provide information to potential suppliers on CHAI’s potential future needs and requirements.

• Solicit information from potential suppliers on their product offerings, production capacity, current lead times, pricing, and other information pertinent to procurement planning. • Gather information on the current market for Liquid Medical Oxygen Systems equipment to assist in the preparation of an expected Request for Proposals (RFP) for the provision of Liquid Medical Oxygen storage equipment and vaporizers for the delivery of medical oxygen at health facilities in the countries noted above; and
• Evaluate submissions to identify and shortlist qualified potential suppliers for future RFPs

Oxygen Concentrator Module:

1. i) Fully automated system Microprocessor based oxygen concentrator module, duplex process valve system with PSA (Pressure Swing Adsorption) Technology.

• Each module should be able to produce medical grade oxygen purity of 93% ± 3%. The oxygen should be of medical grade and shall be supplied through oxygen outlet at minimum pressure of4.2-6 bar at all times of operations of the generator.
• Automatic shut off valve should be installed to control the medical oxygen purity and pressure.
• The oxygen concentrator system shall have PSA sieve beds with touch screen for display of size not less than 5” for constant quality control by measuring oxygen purity, outlet pressure, instruction manual, curves of oxygen pressure, basic setting, alarm facility for process a cycle failure, low oxygen pressure, maintenance alerts, process overview with valve operation and an analogue value.
• In case of valve malfunctioning, the panel shall have diagnostic tool to pin point exact values in question for fast service. e) The plant should be able to deliver medical grade oxygen at CHAL Malekie Facility with quality standards.
