PUBLIC ADVERTISEMENT – INVITATION TO BID NOTICE

The Liberia National Red Cross Society (LNRCS) is a Humanitarian Organization that works throughout the 15 Counties. The LNRCS is an impartial, neutral and independent organization whose mandate is to inspire, encourage, facilitate and promote at all time all forms of humanitarian activities.

LNRCS invites sealed bids from suitably qualified and experienced bidders for the provision (6) six Motorcycles and all mentioned accessories in the Bid document, to the LNRCS Monrovia Office, DDP (Incoterms 2020, 107 Lynch Street Monrovia-Liberia).

Bid documents containing invitation to bid, instruction to bidders, requirements, general & special conditions of the contract etc. for the provision of Motorcycles can be obtained from the LNRCS HQ until 2nd March 2023 at 16:00 from LNRCS by sending a request via email at the following email address:

Bids, complete in all respects and in a sealed envelope must be received at the above address during office hours (Monday to Friday) from 9:00am to 3:00 pm. no later than 3rd March 2023 at 3:00pm

The LNRCS reserves the right to accept or reject any or all the offers without assigning any reason whatsoever and is not bound to accept the lowest bid.

INVITATION TO BID

Red Cross-National Societies works to preventing and alleviating human suffering and thereby contribute to the maintenance and promotion of peace and development in the world. The LNRCS, through the support of IFRC is seeking to purchase good quality Motorcycles.

The Liberia Red Cross Society kindly request you to Bid for the following goods.

Type and Quantity:

Ensure you provide your best firm offer as negotiations will not be entered into.

Quality specifications:

References to brand names or catalogue numbers specified in this Invitation to Bid under “Type and Quantity” and “Annex I: Technical Specification Form”, are intended to be descriptive of the requested quality specification only and not restrictive. The Bidder may offer other standards of quality, brand names, and/or catalogue numbers, provided that it demonstrates that the substitutions ensure substantial equivalence or are superior to those specified under “Type and Quantity” and “Annex I: Technical Specification Form”.

Alternatives:

Alternative specifications might be accepted, if they are of good quality standards, according to the instructions provided under “Quality specifications” Any alternative need to be clearly specific in the offers.

Delivery terms:

Goods to be delivered to LNRCS Office. DDP (Incoterm 2000) LNRCS office, 107th Lynch Street, Monrovia, Liberia by Road with ONE GALLON of gasoline in the tank

Delivery Date:

All goods to be delivered within three days, from the day the purchase order was issued.

Please state if goods are available ex-stock or state production time-frame

Warranty:

Bidder should provide at least one year warranty on the requested goods, starting from the acceptance of a purchase order, if placed.

Language:

All documents, markings and labeling should appear in English

Required documents to be submitted in answering this Invitation to Bid:

• Valid Business registration

• Valid Tax Clearance Certificate

• Technical Specification Form (Annex I), duly filled, dated stamped and signed in Bidder´s letterhead

• Catalogues and all other documentation attesting the technical and performance characteristics of the offered goods.

• Price/ Quotation in the format mentioned in the Pricing Template (Annex II), duly filled, dated, stamped and signed in Bidder´s letterhead.

Required documents and certificates at delivery of the goods:

Shall a Purchase Order be placed, the following documentation must be provided with the consignment:

• Packing List
• Original Delivery Note
• Original Invoice

• Motorcycles ‘registration certificate and all required registration documents

Distribution of documents and certificates

One full set to accompany the consignment, one full set to buyer

Cost breakdown:

* Unit prices per item ex Works

* Taxes shown separately

* Total price DDP(Incoterms 2000) by road to Red Cross in Monrovia

* Price should be net after deduction of any discount

Currency:

All firm costs to be given in USD only.

Samples

Samples shall be verified at Bidder’s premises, as per the following instructions:

All samples must be properly labelled for smooth identification; All samples must be available in one location

Inspection

Should a purchase order be placed, A quantity and conformity to agreed specifications inspection is to be carried out on loading and off loading at expense of the buyer.

Liquidation Damage Clause

Please be advised that delivery after agreed schedule may be subject to a deduction from the invoice of 0.1% up to 5% of the total cost DDP value of the contract.

Payment

Within 30 days from date of receipt of goods and all supporting documents in good order by the buyer.

Validity:

Your offer must remain valid for a minimum of 90 days from the date of offer submission deadline, before which a Purchase Order, if placed, should be accepted by you.

All or None Clause:

We reserve the right to accept the whole or part of your offer and the lowest evaluated bid need not be accepted.

Conditions for submitting offers:

Quotations, together with all the other requested documentation (see “Required documents to be submitted in answering this Invitation to Bid”), must be received in sealed envelope latest by, March 3, 2023 14:00hrs to the Liberian National Red Cross Head Office at the following address:

Annex I: Technical Specifications Form

(To be filled, printed in bidder´s letterhead and duly dated, stamped and signed)

The bidder must provide documentary evidence in the form of literature (catalogue), and detailed description of goods with essential technical information.

The Bidder shall provide a clause-by-clause commentary on specification, specifying compliance and deviations, if any, by filling the table below. This must be furnished; otherwise, the Bid may be rejected.

The table below shall be filled, printed on bidder´s letterhead, and be duly dated, stamped and signed.

* Note: The Bidder shall mention clause by clause comment of the required specification. The Bidder shall state:

– a. “FULLY COMPLIANT” if the item offered fully meet the quotation requirement.

– b. “PARTIALLY COMPLIANT” if the item offered meet the requirement partially. The bidder shall state the reason why the offer is partially compliant. In such cases, the bidder shall clearly mention the extent to which other specifications are offered.

– c. “NON COMPLIANT” if the item cannot meet the requirements. The Bidder shall also state reasons for it.
