PSI seeks a Monitoring and Evaluation/Collaboration, Learning and Adaption (CLA) Advisor to join our team for the USAID-funded Countywide Sanitation Activity. The project aims to achieve universal coverage of basic sanitation in five counties of Liberia. The M&E/CLA Advisor will play an important role in promoting the culture of learning within the project team and among sanitation stakeholders. The individual will work closely with the program’s technical teams to ensure that program monitoring data is used to strengthen the quality and effectiveness of project implementation. This ambitious project seeks equally ambitious staff who bring creativity, energy, and an entrepreneurial spirit to their work.

The project is partnering with the Government of Liberia and local partners on four key results:

1. improved sanitation governance
2. key sanitation behaviors adopted
3. sanitation markets strengthened
4. financing for sanitation increased

Your contributions

The M&E/CLA Advisor will serve on the Senior Management team, report to the Chief of Party (COP), work closely with other Senior Management Team members such as the Deputy Chief of Party and Director of Market Systems Strengthening, support program technical leads, and supervise the project’s M&E Manager and the Communication and Learning Manager as direct reports. He will have oversight over all M&E activities as well as the Collaboration, Learning, and Adapting tasks of CWSA. The individual will also be the focal point for USAID on M&E as it pertains to the project and will represent CWSA on learning, adapting, and M&E platforms as may be required from time to time.

The M&E/CLA Advisor is responsible for leading the project M&E activities to facilitate the capture and use of relevant knowledge and evidence to guide project strategy, support adaptive management and continuous improvement, and advance learning. The M&E/CLA Advisor will oversee the implementation of the program’s M&E system in accordance with USAID regulations and PSI standards. Since the project has an existing M& system and established data collection, reporting, and quality processes, the primary and immediate focus for the individual will be to catalyze data use and analysis, iterative learning, capacity strengthening on data interpretation, and creating a culture of inquiry and learning.

Specific responsibilities include, but are not limited to the following:

• Support the COP in establishing excellent communication protocols and working relationships with GOL, donors, partners, and other stakeholders.
• Provide leadership, training, and mentoring in the development of M&E/CLA frameworks, plans, tools, and processes to support collaboration, learning, and adapting in relation to the program.
• Support the M&E Manager, M&E Officers, and County teams to analyze and use program M&E data based on their needs and based on identified targets.
• Implement the Activity Monitoring Evaluation and Learning Plan (AMELP), which aligns with the project’s theory of change and incorporates relevant performance and context indicators.
• Supervise the collection of quantitative and qualitative data, applying data quality standards and procedures and using scientific methods to ensure high-quality data.
• Oversee data analysis and reporting on achievements against set targets, highlighting emerging patterns and offering clear reports on findings and conclusions.
• Develop effective processes to serve as a knowledge broker to link and “translate” between program staff, partners, and M&E teams to produce and utilize program data to identify technical knowledge gaps, performance and quality issues in implementation, or evidence gaps in the theory of change.
• Lead the development and implementation of the project’s WASH learning agenda and coordinate with key stakeholders – including the Government of Liberia (GOL), civil society, the private sector, USAID, and other donors and development projects – to disseminate the project’s best practices and lessons learned.
• Design and implement effective mechanisms and tools for learning including joint program reviews, after-action reviews, documentation and dissemination, knowledge exchange, mentorship, and accompaniment to facilitate knowledge uptake and applied learning.
• Facilitate partner and stakeholder collaboration through activities including joint work planning, regular partner meetings that facilitate knowledge sharing, and/or working groups organized along geographic or technical lines.
• Develop and manage the implementation of an M&E and CLA learning capacity-strengthening strategy for program staff and partners.
• Foster a culture of learning and evidence-based decision-making through systematic inquiry, analysis, and data-driven quality improvement.

Qualifications

• Proven experience designing and implementing M&E and CLA systems for international development projects (what would get us excited is experience in market-based WASH projects of similar size and scope to CWSA in developing countries, especially within Liberia).
• Demonstrated knowledge of global best practices for M&E for WASH, such as those from JMP.
• Strong management skills, emphasis on servant leadership, inclusivity, and building up others.
• Excellent stakeholder management skills to coordinate and foster collaboration within (internal and external) diverse stakeholders with differing priorities and foster collaboration.
• Demonstrated experience using technology platforms to improve program planning and implementation, especially DHIS2 and smartsheets or similar digitalized program management tools.
• Excellent writing, editing, presentation, and public speaking skills.
• Proven ability to synthesize, summarize and present complex information in a simple and user-friendly way for non-M&E audiences.
• Good communication and report writing skills including effective response and prioritization of tasks.
• Experience working with USAID-funded programs is highly preferred.
• Professional proficiency (verbal and written) in English.
