Job Summary:
The Strengthening Infectious Disease Detection Systems (STRIDES) Liberia Technical Director provides senior-level strategic leadership and technical direction to focus areas across the Activity to enhance global health security and malaria in Liberia. S/He will align STRIDES technical frameworks, approaches, tools, and activities with the relevant normative guidelines and technical standards in the country, including identifying specialized partnership needs and engaging qualified partners to ensure technical performance. The STRIDES Liberia Technical Director works closely with headquarters technical backstops, in-country technical leads, the Monitoring, Evaluation & Learning (MEL) team, and Program Management teams to ensure adherence with the United States Government (USG) global health security and malaria priorities in the country. S/He will be accountable for the successful delivery of all technical aspects and reporting of STRIDES activity in the country from initiation through delivery and closeout, ensuring completion of technical deliverables is on schedule and within budget, and ensuring that they meet or exceed quality standards.
Accountabilities:
- Serves as STRIDES senior technical representative, providing strategic leadership and technical oversight, and direction for the STRIDES activity in Liberia.
- Monitors technical delivery and ensures that the STRIDES project meets project work plan milestones and targets, and that all program activities are conducted in close coordination with the Government of Liberia (GoL) and other stakeholders to ensure alignment with GoL standards, protocols, and policies, and United States Government policies and priorities.
- Liaises with counterparts within the Liberian health system and other GoL structures at national and regional levels to ensure quality service delivery.
- Ensures technical coherence across multiple technical domains and provides technical direction to develop country-specific workplans and budgets, ensuring alignment with STRIDES objectives and USG priorities and with global technical standards in Liberia.
- Ensures high-quality technical deliverables, including work plans, required and ad hoc reports, and success stories highlighting technical achievements are developed, submitted, and approved on schedule and within budget parameters.
- Works closely with the headquarters technical team to ensure implementation in line with global standards and provides technical direction to ensure technical activities in the country are compliant with donor requirements, GoL, and FHI 360’s policies and procedures.
- Responds to donor and GoL requests and questions on technical matters across STRIDES technical pillars; ensures timely drafts and submissions of requests.
- Manages and guides the team through training and develops process improvement initiatives to ensure compliance with FHI 360 and government standards.
- Works closely with the Monitoring and Evaluation Advisor to provide technical management expertise in monitoring and evaluation under the STRIDES project, and is involved in decision-making for technical issues on the project.
- Supports performance management and professional development of direct reports, including ongoing coaching, mentoring, and career support.
- Provides technical leadership and supports the capacity building of STRIDES technical staff.
- Trains technical teams on procedures and policies to achieve project and organizational goals.
- Develops objectives that align with strategic goals and oversees the STRIDES project for technical and compliance standards.
- Performs other duties as assigned, including serving in a Deputy/Acting Project Director capacity when needed.
Applied Knowledge & Skills:
- Comprehensive knowledge of concepts, practices, and procedures with contract and project management and technical development.
- Demonstrated in-depth understanding of infectious disease preparedness, prevention, detection, and outbreak response principles, strategies, and technical approaches, including laboratory, surveillance, health information systems, and outbreak preparedness and response. In-depth familiarity with Liberia’s public health sector and donor-funded programs.
- Demonstrated working knowledge of Liberia’s health information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting and use of data.
- Demonstrated ability to manage technically complex activities and perform and/or understand complex data analyses, fluently present results of the analyses, and make recommendations based on findings.

- Manages and provides direct supervision to technical teams and staff in the country
- Leads and directs staff to achieve strategic project goals in the country, ensuring alignment with USG priorities.
- Recommends solutions to management on strategy, operational, and business decisions
- Reports to the Project Director
Education: **
- Master’s Degree or International Equivalent in Public Health, Epidemiology, Microbiology, Infectious Disease, Laboratory Science, Health Systems Strengthening, or a related field from a recognized university.
- Project Management (PM) Certification or (PhD in Public Health, preferred.
Experience: **
- Typically requires a minimum of 12+ years of relevant technical/project management experience (including 8+ years of leadership, strong business acumen, and/or line management experience).
- Experience with the design and implementation of innovative technical support to local entities and frontline service delivery teams.
- Knowledge and experience working on complex Global Health Security projects or activities preferred; experience working across multiple sectors (human, animal, and environmental health) desirable.
- Prior experience managing and mentoring teams.
- Prior work experience with the Ministry of Health, the Ministry of Agriculture, and their respective departments, divisions, and centers, and international non-governmental organizations (NGO) is preferred.
- Prior experience implementing USG-funded contracts strongly preferred.

The expected hiring salary range for this role is USD 50,000 to 70,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
