Education Out Loud, the Global Partnership for Education’s (GPE) advocacy and social accountability fund, supports stronger civic engagement to transform education systems in GPE partner countries. Education Out Loud strengthens civil society organizations to mobilize citizens and affect policy change in the education sector. It also strengthens advocacy globally, nationally, and locally, promoting transparency in education policies and practices.1. In Liberia, the EducateHER Coalition, led by HOPE, implements the OC22 Through the EducateHER: Promoting Gender Equity and Equality in Education Project.
The EducateHER project aims to contribute to the effective implementation of the National Policy on Girls Education 2021 -2026, (NPGE), with a specific focus on the areas of the policy addressing the key barriers to girls’ attendance, retention, and completion (GARC) in secondary schools through two particular objectives: increased policymakers’ and key stakeholders’ commitment to create an enabling environment for implementing the National Policy on Girls’ Education, and improved monitoring and accountability of county and national stakeholders will be improved for the effective implementation and monitoring of the NPGE.
The purpose is to strengthen routine, evidence-based monitoring of NPGE implementation while transferring practical skills and reusable tools to MOE and H.
Review previous consultancy products, the NPGE indicator framework, data dictionary, reporting templates, source documents, and outstanding data gaps. Agree on work plan, roles, review points, and capacitydevelopment approach with EducateHER and MOE.
Operational Component 2 (OC2): Strengthen civil society roles in promoting the transparency and accountability of national education sector policy and implementation.
Work with relevant MOE divisions and EducateHER to locate source data; verify definitions, reporting periods, table/page references, disaggregation, and calculations; identify inconsistencies and missing data; document decisions and limitations; and update existing templates. Validation should involve relevant technical divisions, including EMIS, Planning/M&E, Girls’ Education, Finance, Physical Environment/Construction, and others as appropriate.
Deliver hands-on training using actual NPGE templates and source materials. Topics include source-document navigation, data extraction, quality checks, cleaning, validation, formulas, baseline-target-actual comparisons, progress calculations, interpretation, and reporting. Include practical assignments and a competency check.
Conduct updated analysis using validated data. Provide indicator values, baseline and target references, actuals, calculations, progress against target where meaningful, available disaggregation, trend summaries, data limitations, and contextual notes. Deliver the reporting-ready package to HOPE for scorecard and dashboard use.
Prepare a report consolidating secondary-source review, quantitative and qualitative analysis, indicator performance, trends, policy implementation context, data quality issues, limitations, and actionable recommendations. Translate technical findings into clear language for policy and non-technical audiences and include supporting annexes.
Present findings for stakeholder review, record feedback, revise deliverables, and hand over the final report, validated datasets, populated templates, source register, calculation documentation, training materials, and practical guidance for future NPGE analysis.
The consultant will provide HOPE with validated indicator data, completed reporting templates, calculations, source references, and explanatory notes required for EducateHER to prepare the scorecard and upload indicator performance data into its dashboard.
