Action Against Hunger Liberia is seeking qualified individual consultants and consulting firms to undertake an Independent Technical Audit of the Better Health Outcomes for Liberians (BEHOL) Project, funded by the Agence Française de Développement (AFD).

About the BEHOL Project

The Better Health Outcomes for Liberians (BEHOL) Project is a €5 million Health Systems Strengthening initiative being implemented from January 2024 to December 2026 by Action Against Hunger in partnership with the Ministry of Health and local organizations across 25 health facilities in Montserrado, Margibi, and Nimba Counties. The project seeks to improve health outcomes by strengthening primary healthcare systems and increasing access to quality, people-centered services through investments in health infrastructure, WASH, solar energy systems, medical equipment, workforce development, and community engagement. As a key commitment to accountability, quality assurance, and value for money, ACF is seeking experienced and independent professionals to assess selected infrastructure and supply investments implemented under the project.

Scope of the Assignment

The technical audit will include both document review and field verification activities covering selected interventions implemented across the 25 supported health facilities in Montserrado, Margibi, and Nimba Counties. The review will focus on:

  • Construction and rehabilitation of health facility infrastructure.
  • Waste management and infection prevention facilities.
  • Water, Sanitation and Hygiene (WASH) infrastructure.
  • Solarization and renewable energy installations in health facilities.
  • Distribution, installation, and functionality of medical equipment and supplies.
  • Review of related procurement and supply contracts.
  • Compliance with approved designs, technical specifications, contractual requirements, and applicable standards.

Who Should Apply?

ACF welcomes applications from:

Individual Consultants

  • With a minimum of 10 years’ relevant experience in technical audits, engineering assessments, infrastructure supervision, construction quality assurance, or related fields.
  • Demonstrated experience in donor-funded health infrastructure projects. Consulting Firms
  • With proven expertise in technical audits, infrastructure assessment, engineering consultancy, or construction quality assurance.
  • Experience delivering similar assignments for governments, development partners, INGOs, or donor-funded projects.
  • Capacity to deploy a multidisciplinary team of technical experts.
  • Experience working in Liberia or similar West African contexts will be considered an advantage.

 

Submission Requirements

Interested consultants and firms should submit:

  • Letter of Expression of Interest.
  • Updated CV (for individuals) or Company Profile (for firms).
  • Summary of similar assignments completed within the last five years.
  • Relevant academic, professional, business registration, and licensing documents.
  • Three professional/client references.

 

Selection Process

This EOI represents the first stage of a two-stage procurement process. Following the evaluation of submissions, only shortlisted consultants and firms will be invited to receive the full Request for Proposal (RFP) package and submit detailed technical and financial proposals.
