The Institut Européen de Coopération et de Développement (IECD), an

international solidarity organisation founded in 1988, implements economic and

human development projects in partnership with local institutions, enabling

young people and people in precarious situations to gain access to decent,

sustainable jobs in a high-quality educational and health environment. More than 30 years of

experience in the fields of education, vocational training and access to employment for young

people have enabled the IECD to develop genuine expertise in the service of the most

vulnerable.

The STRIVE Project aims to strengthen technical and vocational education and training (TVET) in

Liberia by improving the quality of training, enhancing employability skills, and increasing

graduates’ access to meaningful internship and job opportunities. Strengthening partnerships

between TVET institutions and the private sector is essential for ensuring labor-market relevant

training and supporting the transition from training to employment.

To support these efforts, the project seeks Private Sector Engagement & Placement Facilitators

to drive collaboration with companies, facilitate internship placements, and support graduate

employment outcomes.

Job Opportunity: Private Sector Engagement & Placement Facilitator (STRIVE)

Location: Monrovia, Kakata, Gbarnga and Buchanan (3 positions)

Contract Type: Local Service Contract

Commitment: 6 months, full time

Starting Date: May 2025

Reporting Line: Training and Learning Development Manager

Supervisory Responsibility: None

Working With: TVET Team and TVET Institutions

Allowance: Based on experience and IECD salary scale

Position Overview

The primary objective of this contract is to identify, develop, and manage partnerships with the

private sector that expand internship and employment opportunities for TVET graduates in the

sectors of Agriculture, Electricity, Hospitality, and Masonry.

 

Key Responsibilities

  1. Private Sector Engagement & Partnership Development
  • Map and profile potential private sector partners, from large corporations to SMEs.
  • Conduct targeted outreach to companies in priority sectors.
  • Build and maintain strong relationships with employers, industry leaders, and business

associations.

  • Promote TVET graduates’ skills and capabilities to private sector partners.
  1. Internship & Job Placement Facilitation
  • Secure internship placements with partner companies.
  • Support employers in defining internship roles and learning outcomes.
  • Match trainees to companies based on competency, profile, and market demand.
  • Track internship progress and gather feedback from employers and trainees.
  • Monitor graduate employment outcomes and identify follow-up opportunities.
  1. Monitoring, Documentation & Reporting
  • Maintain an updated database of companies, partnerships, internships, and

employment outcomes.

  • Monitor progress toward placement targets and deliverables.
  • Prepare regular reports detailing engagement activities, results, and recommendations.
  • Document success stories, challenges, and lessons learned.

The contractor will adhere to IECD’s safeguarding policy, including SEA/SH prevention, data

protection, and reporting obligations.

The contractor agrees to maintain confidentiality of all project data and comply with IECD data

protection rules.

Education:

  1. Bachelor’s degree in business administration, Economics, Development Studies, Project

Management, or related field.

Experience:

  • Minimum 5 years of relevant experience in private sector engagement, workforce

development, partnership building, or employment promotion.

  • Strong relevant experience in youth integration programs
  • Experience working with TVET institutions, youth employment programs, or private sector

actors.

  • Experience working on development projects or in NGO environments (desirable).

 

Expected skills and Competencies

  • Strong networking and relationship-building skills.
  • Excellent communication and negotiation abilities.
  • Proven ability to coordinate multiple stakeholders.
  • Strong organizational, analytical, and reporting skills.
  • Good understanding of Liberia’s labor market and private sector dynamics.

CONDITIONS OF EMPLOYMENT

Reporting line: Reporting to the Training and Learning development (TLDM) Manager

Articles of association: local contract

Starting dates: May 2025

Location: 6th Street Sinkor, Monrovia

Under the supervision: T&LD Manager

Supervisory Responsibility: None

Working with: TVET Team, and TVET Institutions

Commitment: 6 Months.

Allowances: depending on experience and IECD salary scale
