INVITATION FOR EXPRESSION OF INTEREST (EOI) UNDER THE GLOBAL FUND NEW FUNDING

MODEL FOUR (4) TO SERVE AS PRINCIPAL RECIPIENT FOR

A. HIV & TB Grant
B. Malaria Grant
1. Background
The Liberia Coordinating Mechanism (LCM) known globally as Country Coordinating Mechanism
(CCM), is a national body responsible for the development and submission of funding applications
to The Global Fund (TGF) to Fight AIDS, TB, and Malaria on behalf of Liberia. The LCM also nominates
Principal Recipient/s to execute grants awarded by the Global Fund, oversees grant implementation,
and ensures linkages and consistency between Global Fund grants and other national health and
development programs in Liberia.
The purpose of the Global Fund is to attract, manage, and disburse additional resources to fight
AIDS, Tuberculosis and Malaria. The Global Fund recognizes that only through a country-driven,
coordinated, and multi-sector approach involving all relevant partners will additional resources
have a significant impact on the reduction of infections, illness, and death from the three diseases.
Thus, a variety of actors must be involved in the development of proposals and decisions on the
allocation and utilization of Global Fund financial resources. To achieve this, the Global Fund
expects grant application processes to be coordinated among a broad range of stakeholders, each
with unique skills, background, and experience, through a Country Coordinating Mechanism (CCM)
– for Liberia-specific, the LCM – and that, the LCM will oversee the implementation of approved
proposal and grant management at the country level.
Based on the Global Fund Board’s decision in November 2022 on the funding available for the 2023-
2025 allocation period, Liberia has been allocated to US$87,307,984 for HIV, Tuberculosis (TB),
Malaria and Building of Resilient and Sustainable Systems for Health (RSSH). Eligible disease
component allocation (US$) with allocation utilization periods are:
● HIV – USD 35,963,003 ( 1 January 2024 to 31 December 2026)
● Tuberculosis (TB) USD 7,811,749 (1 January 2024 to 31 December 2026)
● Malaria USD 43,533,232 (1 July 2024 to 30 June 2027)
The LCM has also endorsed to submit the HIV & TB Proposal on May 29, 2023 Window 2 and Malaria
Proposal on August 21, 2023 Window 3 to the Global Fund.
