Background

Catholic Relief Services (CRS) Liberia is implementing a 2-year Urban water supply project in Monsterrado County. The project seeks to provide targeted beneficiaries access to basic water services by constructing a mini stand-alone water supply system in communities within Montserrado County. CRS and The Church of Jesus Christ of Latter-Day Saints (LDS) are co-funding the urban water project.

Purpose

The project scope encompasses the construction of a complete and functional mini-water supply system in Red Hill Community Montserrado County. The bid package has been divided into four (4) distinct lots, each representing a specific category of work. CRS Liberia seeks experienced and qualified companies/institutions legally registered in Liberia to participate in this competitive bidding process.

Catholic Relief Services (CRS) Liberia invites bids from eligible and qualified bidders for the implementation of the following work:

• LOT #1: Hydrogeological Investigation and Supervision of the drilling and construction of 2 boreholes in Red Hill Community.

• LOT #2: Drilling, construction, and installation of two submersible pumps on 2 boreholes in the Red Hill community.

• LOT #3: Construction of a mini stand-alone water supply system (including a high-level tank with 4 extended water kiosks) with transmission and distribution lines.

• LOT #4: Installation of solar panel system with 10KVA output to power one mini stand-alone water supply system, Including training of caretakers on the usage of the solar system.

To be eligible for any of the above contract’s bidders must present the following certificates and documents along with their seal bid submission:

1. Letter of Bid signed and stamped by the company-authorized representative.

• Previous works of similar nature in the last 5 years (2019 to date), indicating location and references, with proof of award and/or completion
• Methodology (describing approach to deploy all materials and labor/method statement / material schedule)

1. Completed bill of quantities (BoQ)
2. Detailed Program work schedule with specific start and completion dates
3. Bank Statement

Interested eligible bidders request bid documents liberiarfq@crs.org. Bid collection and submission is from May 22, 2024, at 9:00 am. – 4:00 p.m. Monday – Thursday. On Fridays, submission is 9:00 am – 2:00 pm. The deadline for submission is Tuesday, June 19, 2024, at 4:00 p.m. Bid documents are free with no cost attached, and bids are valid for 60 days. Only hard-copy seal-in-one-envelope submissions will be accepted, and no-bid documents will be accepted after the stipulated end date and time.

Bidders are to include in their bid document a list of recent (past 3 years) projects implemented, with the name of the awarding organizations/institutions, their office address, and contact person(s) with telephone numbers and email addresses to verify the claim. Bidders should also include contract letter(s) and certificate of completion of previous work, where applicable.

All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual
Harassment (SH) Declaration

NB: A bid shall be eliminated (from all lots) if any false or deliberately misleading information is given in relation to the tenderer’s qualifications, capacity, current or past references, or in any of the documents submitted by the bidder in any lot.
