Annex 1: Terms of Reference for Facilitator for Training of Trainers (ToT)
- Background
CareFund Liberia, with support from UN Women Liberia Country Office and in collaboration with the Women’s Legislative Caucus of Liberia (WLCL) and relevant government institutions, is implementing a project to strengthen women’s economic empowerment as a pathway to leadership and political participation.
The project will deliver integrated training on adult literacy, entrepreneurship, financial and digital literacy, agricultural value chains, market access, peacebuilding, community advocacy, and life skills targeting rural women, young women, and women in or aspiring to leadership roles across eight counties.
As part of this effort, the project will conduct a Training of Trainers (ToT) for 18 community-based facilitators who will cascade training to 3,800 women and provide ongoing mentorship and advisory support at the community level.
- Purpose of the Assignment
The purpose of this assignment is to design and deliver a comprehensive ToT that equips 18 community-based facilitators with the knowledge, skills, and tools to effectively deliver integrated, participatory training and provide mentorship support to women beneficiaries.
- Objectives of the ToT Facilitation
The facilitator will:
- Strengthen facilitators’ capacity to deliver training on adult literacy, entrepreneurship, financial and digital literacy, agricultural value chains, and market access
- Build facilitators’ skills in participatory adult-learning methodologies and community facilitation
- Equip facilitators with practical tools and training materials for effective delivery
- Strengthen facilitators’ ability to provide mentorship and advisory support on business development, leadership, and community engagement
- Promote gender-responsive, inclusive, and safeguarding-sensitive approaches in training delivery
- Scope of Work
The ToT Facilitator will:
- Develop a detailed ToT training guide and training agenda aligned with project objectives
- Design training modules covering:
- Adult literacy (functional and practical literacy)
- Entrepreneurship and business development
- Financial literacy and access to finance
- Digital literacy for economic empowerment
- Agricultural value chains and market access
- Peacebuilding, advocacy, SRHR, and life skills
- Integrate cross-cutting themes:
- Gender equality and women’s empowerment
- Social norms transformation
- Safeguarding and Do No Harm
- Disability inclusion
- Deliver participatory and practical training sessions
- Develop and provide training toolkits and facilitation guides
- Build facilitators’ skills in planning, delivering, and monitoring training sessions
- Support facilitators to develop action plans for cascading training
- Provide a post-training report with recommendations
- Duration and Level of Effort
The assignment is expected to be completed within 15 working days, including preparation, delivery, and reporting.
- Reporting and Supervision
The Facilitator will report to the CareFund Liberia Project Lead and work closely with UN Women Liberia, MoA, MoGCSP, MoE
- Required Qualifications and Experience
- Advanced degree (or strong experience) in Education, Development Studies, Gender, Economics, or related fields
- At least 3–5 years of experience in delivering trainings, particularly ToTs
- Proven experience in women’s economic empowerment, entrepreneurship, or livelihoods programming
- Experience working with women’s groups, VSLAs, cooperatives, and rural women farmers
- Strong facilitation and adult-learning skills
- Experience integrating gender, safeguarding, and social inclusion in training
- Strong facilitation and communication skills
- Ability to simplify complex concepts for community-level audiences
- Cultural sensitivity and contextual understanding
- Strong organizational and planning skills
